General Job Responsibility
Accounts Receivable Clerk-General shall be responsible for: assisting Accounts Receivable Manager with all tax sale duties, performing daily downloads of receivable payments, manually bringing in payments from external third-party payment agents, preparing and submitting the necessary applications on behalf of the Municipality to collect provincial, federal (and other entities) for payments in lieu of taxes, forwarding tax bill reports to mortgage holders, preparing tax certificates when required, providing backup for the Finance Clerk and Finance Clerk II, providing support in the management of the property tax billing system, provides backup for the management of water and sewer billings, receiving and processing mortgage updates from financial institutions, updating and obtaining reports from the Municipality’s financial software for all pre-authorized payments, issuing credits and refunds to residents and businesses, processing transfers between resident accounts when necessary supporting the Tax Exemption and Reduction Policy adjustments, overseeing daily cash including verification, establish and maintain records management for revenues and receivables, and preparing reports. Qualifications and Expectations
Candidates for this position must possess as a minimum, a diploma or certificate in business, accounting, or finance, or a similar educational program, or a combination of these educational requirements and lived experiences that meet requirements. Additionally, the candidate must have a minimum of five (5) years experience working in a public sector organization where they did accounting work, or a private sector firm where they used accounting software and spreadsheets on a daily basis including financial analysis. Preference will be given to those whose experience is directly or indirectly working with a municipal government organization, and experience with Municipal property taxation, or a combination of formal experience and lived experiences. Due to the nature of this position, the employee must have exceptional data entry and analytical experience with knowledge of the principles and practices of public accounting, high degree of confidentiality, be fluent with Microsoft Office, and comfortable working in a time sensitive, fast-paced work environment, often with short timelines. This position will occasionally require work outside of normal office hours including evenings and weekends.
