Job description

Columbia Basin Trust is seeking a Compliance Analyst to join our Power Operations team. This position focuses on organizational compliance with the North American Electric Reliability Corporation (NERC) Mandatory Reliability Standards (MRS). The incumbent will work with the compliance team to assist in the development and management of the internal compliance program in coordination with neighbouring utilities and will ensure the ongoing optimization of the compliance program.
This is a permanent, full-time position based out of our Castlegar office where you will join our dedicated team covering a diverse range of work in a collaborative and supportive environment. The staff at this office live throughout the West Kootenay region and enjoy all that the Kootenays has to offer.
The salary range for this position is $105,500 - $138,000
Reporting to the Senior Manager, Compliance, the successful candidate will:

  • Maintain the Internal MRS Compliance Program.
  • Modify and update compliance-related program documentation such as: Cyber Security Program, Protection System Maintenance Program (PSMP), Integrated Vegetation Management Program, and Facilities Ratings Methodology.
  • Create, maintain and oversee Risk Assessment, Internal Controls and Policy, Process, Procedures, Reliability Standard Audit Worksheets (RSAWs), and Evidence template documentation as required by the MRS.
  • Participate in compliance with Western Electricity Coordinating Council (WECC) audit response.

We are looking for an individual with a Bachelor's Degree in Engineering, Business Administration or a related field. The successful candidate will ideally have Operations and Planning (O&P) experience and a minimum of seven years of demonstrated experience in a related compliance role associated with Bulk Electric System (BES) risk, preferably in hydroelectric facilities. A strong understanding of MRS and Critical Infrastructure Protection (CIP) standards as outlined by NERC and their implementation within the Province of British Columbia would be considered an asset. Experience with NERC CIP and/or willingness to learn and project manage a subset of NERC CIP requirements would also be considered an asset. Applicants with an alternative combination of education, training and a lesser level of experience may also be considered.
