Consulting Program Managers’ Manager in Public Sector – Western Europe

The CPMM role for Western Europe Public Sector manages a team of senior Program Managers who oversee a portfolio of projects across Public Sector customers in the Western European space.

Responsibilities


The CPMM role for Western Europe Public Sector manages a team of senior Program Managers who oversee a portfolio of projects across Public Sector customers in the Western European space.

Following are main accountabilities for this role:

Managing a Team
Managers deliver success through empowerment and accountability by modeling, coaching, and caring:

Relationship Development
As delivery management executive (DME), constitutes the main connection point for customer stakeholders, driving customer successful intake of solutions and working to build further innovation, serving as part of Customer executive steering committees.
Portfolio Management and development
Owns the financial health of the portfolio (e.g., revenue attainment; forecasting and portfolio planning; cost management; utilization, skills and capacity planning). Identifies opportunities to accelerate and drive consumption and delivery.
Drives incremental business on top of existing portfolio through next step proposals. Engages in the pursuit cycle to ensure deals are structured appropriately. Supports and contributes to rhythm of business for the entire unit.
Manages stakeholder relationships both internally (e.g., with Account teams, Engineering product teams, Operations, Finance) and externally (e.g., with partners)
Reviews and approves original contract and subsequent change requests. Acts as an escalation point on contract execution issues.
Business Growth
Recognizes opportunities, creates a shared vision and direction, and moves people and processes in a new direction for a sector or geography. Innovates with Customers and implements long-term, strategic plans, in partnership with other Microsoft groups, to shape new opportunities.
Reviews new deals to quantify the expected outcomes are deliverable, risk process is managed, and that costs and staffing are correctly identified. Ensures the use, reuse and creation of intellectual property (IP) in delivery, as applicable.
Delivery Management
Oversees through Project Health Reviews that internal and external compliance requirements have been met. Acts as an escalation point when compliance or security breaches have been identified to understand impact and ensure notification through correct channels.
Optimizes use of resources according to deal shaping and financial efficiency to maximize customer value.
Drives delivery excellence, maturity, and quality, leveraging Quality Assurance organizations and ensuring appropriate use of Microsoft and industry methodologies

Qualifications


Required
/Minimum Qualifications
  • 6+ years of experience in consulting/professional services delivery, Project Management, or practice management
OR equivalent experience.
  • Fluency in English and one of Dutch, Italian or Spanish languages

Additional
orPreferredQualifications
  • 3+ years in Public Sector experience
  • 2+ years of consulting, professional services, or related financial management experience (e.g., cost management, revenue forecasting).
  • 3+ years of people management experience.
  • 8+ years of experience leading portfolio management, complex programs, or revenue-driven (e.g., $10 million +) programs
  • OR Bachelor's Degree in related field AND 6+ years of experience leading portfolio management, complex programs, or revenue-driven (e.g., $10 million +) programs
  • OR equivalent experience.
  • Project Management Professional (PMP) certification.
  • Agile certification or Scrum Master certification.
    Security Clearance (SÜ2)
