General Accountability

Provides expertise, consultative advice, direction and guidance to senior management and Business Partner Support - Operating Representatives regarding operating budgets and related issues. Provides coordination, preparation, analysis, and administration of TTC's various operating budgets and multi-year forecasts (pro formas). Participates in the development and implementation of corporate budget objectives, procedures, methods, guidelines, submission formats, spreadsheet applications, discussions, and analyses.

Key Job Functions

  • Responsible for reviewing, coordinating, preparing and monitoring budget preparation, projections and updates
  • Communicates with management, and other key stakeholders on findings, major issues, proposed changes, and progress
  • Provides specialist expertise, consultative advice, direction and guidance to senior management, Business Partner Support - Operating Representatives, and stakeholders on matters pertinent to area of responsibility
  • Plans, directs and coordinates the work of staff engaged in finance, accounting and relevant functions
  • Liaises with internal and external stakeholders to achieve objectives
  • Provides direction, advice and expert detailed examination and interpretation for the development and review of departmental and corporate (TTC) operating budgets
  • Develops, programs and maintains comprehensive operating budget systems to accurately and efficiently calculate labour expenditures/budgets and investigate/research opportunities for improvements
  • Develops short and long-term operating budget forecasts, and alternate hypothetical models to account for potential variable scenarios, for senior management
  • Participating in the development and implementation of corporate budget objectives, procedures, methods, guidelines and submission formats
  • Prepares confidential critiques of budget submissions and year over year trend analyses for review by senior management
  • Interprets budget directives from external parties, (e.g. City, Province), and participates in establishing processes and/or procedures for achieving directives
  • Responsible for providing direction and guidance to staff and management regarding budget preparations, presentations and other related issues
  • Assists with the preparation of various Operating Budget documentation including Commission reports and presentation material
  • Conducts and/or coordinates training sessions for staff in the areas of budgeting concepts and proper utilization of budgeting tools
  • Prepares monthly reports detailing departmental year-to-date and projected year-end budget variances, absence rates, and workforce results for Senior Management
  • Prepares quarterly Operating Budget Variance Reports for submission to the City
  • Reviews Commission Reports to ensure financial impact information presented is reasonable and accurate.
  • Responsible for conducting research, developing interpretations and preparing financial/statistical reports
  • Performs research and detailed examination and interpretation of various business processes and balance sheet provisions
  • Prepares a comprehensive monthly report of the Finance Department's goals and objectives performance, workforce and budget variances, year-end projections and overtime and lieu time hours worked
  • Meets with departments to review and understand proposals
  • Develops and utilizes the most appropriate costing methodology based on the availability of information, resources and time
  • Assists with the detailed examination, interpretation and preparation of cost estimates, and the presentation and discussion of proposal costing for management and/or union negotiation teams, as required to ensure understanding

Education and Experience

  • Completion of a post-secondary college diploma or university degree (e.g. Business Administration, Public Administration, Accounting or a related discipline) or a combination of education, training and experience deemed to be equivalent
  • A recognized accounting designation such as a CPA is preferred
  • Prior work experience in a directly related field where specialized techniques are learned and where detailed knowledge of budgeting methods and procedures are important
  • Expert knowledge in MS Word, PowerPoint and Excel (including Macros, Pivot Tables, Lookup, and Data Analysis functions)
  • Experience with enterprise-wide financial and budgeting systems, preferably SAP

Additional Requirements

  • Excellent organizational, verbal and written communication skills; good presentation skills; and the ability to organize and prioritize work while meeting stringent deadlines
  • Requires a sound knowledge of standard accounting and budgeting principles, methods
  • Must possess proven research, analytical and problem solving skills
  • Must have, or rapidly acquire, a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
