Job Brief

The Damage Prevention Technician is responsible for supporting Roads Division initiatives, such as locating and updating data for municipal infrastructure (utilities) and providing technical engineering support for roads operations/asset management.

Location Public Works - Road Operations - West B. Lindsay, ON.

Hours Normal Working Hours are 40 hours per week, possible Saturdays

Other General office environment with travel throughout the City of Kawartha Lakes in accordance with job requirements.

Job Description

  • Using appropriate equipment and technologies (such as, but not limited to: electromagnetic utility locator (Radiodetection), GPS, engineered drawings and conventional locate equipment), locate all municipally-owned underground assets to required spatial accuracy, document and provide locate information to the requestor;
  • When Damage Prevention workload permits, undertake technical engineering work focused on operations and asset management programs, including:
    • contract management and inspection services for civil and structural projects;
    • preparation of specifications and contract documents;
    • coordinating preparation of construction drawings and preparation of payment certificates and project progress draws;
  • Complete field inspections including measuring and marking located infrastructure using paint, flags, stakes, etc.;
  • Prepare, sign and issue locate record forms illustrating and describing the location and description of underground utilities;
  • Utilize historic municipal data, evaluate and resolve any conflicting readings/measurements encountered, document, update and communicate changes required to maintain the accuracy the municipality’s infrastructure management systems;
  • Work collaboratively with other municipal staff to ensure timely and accurate completion of locates requested, including associated documentation and record keeping;
  • Respond to public requests for information regarding municipal underground infrastructure;
  • Meet with municipal staff, contractors, homeowners, etc. to discuss details of proposed construction, advise of precautions required before commencing to dig, including when to hand dig;
  • Perform emergency locates on an ‘on-call’ basis;
  • Exercise safety precautions for self and others on worksites;
  • Meet the municipality’s obligations under the Ontario Underground Infrastructure Notification System Act, 2012 and adhere to the Ontario Energy Board regulations, meeting defined service level requirements;
  • Identify areas for constructive change and potential solutions then communicate needs to management;
  • Perform CAD drafting duties relating to infrastructure including, but not limited to water, sanitary sewer, storm sewer, and communication (cable and fiber optic) and update and maintain corresponding data and records;
  • Complete survey, drafting and inspection of operating projects including road, water distribution system, storm sewer, and sanitary sewer repairs and improvements;
  • Support similar technical engineering work relating to roads operations including: basic survey, GIS support or inspection;
  • Collect field data for ‘as constructed’ plans;
  • Prioritize and organize workload to ensure timely delivery of services;
  • Perform other related duties as assigned.

Skills/Education Required

  • Post-secondary diploma in Civil Engineering
  • ORCGA Damage Prevention Technician Certification
  • Minimum five (5) years of experience in road, water and wastewater construction to include minimum one (1) year experience locating underground water, wastewater and communication assets, working with GIS databases and CAD;
  • Practical field experience in the operation of electromagnetic utility location devices (such as Radiodetection);
  • Municipal experience an asset;
  • Applied understanding of the Ontario Traffic Manual (OTM) and the Occupational Health and Safety Act (OSHA);
  • Certification with the Ontario association of Certified Technicians and Technologists an asset;
  • Demonstrated professional and ethical responsibility to protect privacy, use confidential information appropriately, treat sensitive situations with appropriate degree of tact and discretion;
  • Demonstrated customer-service and interpersonal skills at a level to develop and to maintain cooperative/collaborative working relationships both within and outside the organization; ability to work independently and in a team environment;
  • Excellent time-management skills with the ability to estimate time requirements, prioritize workload and meet deadlines, and the ability to deal with multiple demands;
  • Excellent written communication skills with attention to detail and accuracy;
  • Excellent organizational and administrative skills;
  • Ability to demonstrate initiative consistently with commitment to quality improvement, sharing process improvement initiatives with management;
  • Demonstrated ability to understand and abide by municipal policies and procedures;
  • Demonstrated proficiency in Microsoft Office, AutoCAD, the internet, and any other related software;
  • Ability to physically stand, walk, climb for extended periods of time, over uneven terrain, in a variety of weather conditions;
  • Possess and maintain a valid Ontario Class “G” Driver’s License, subject to use of personal vehicle as required;
  • Upon a conditional offer of employment, an acceptable Criminal Record Check and acceptable drivers abstract will be required;
  • Applicants must also be prepared for skill testing during the recruitment process.
