KHSC’s Facilities, Planning & Redevelopment department is seeking an experienced Director, Capital Projects & Planning. This role is accountable for the successful management and execution of Capital Projects and continuous improvement initiatives across a portfolio of KHSC projects, along with the personal, planning, and technical skills required, as well as Capital Projects execution knowledge to successfully deliver healthcare projects from conception to final completion.

POSITION SUMMARY:
The Director of Capital Projects & Planning will be responsible for all aspects of capital and facility planning at Kingston Health Sciences Centre (KHSC).

The Director will be responsible for leading the capital planning functions for the organization and partner with the management team, both at the functional and executive leadership levels, to provide value-added information to support business decisions

Own the end-to-end delivery of the annual capital planning cycle by engaging with leaders across the organization and lead the capital long range plans and the reporting thereof.

Work in partnership with the Ministry of Health (MOH) and KHSC Redevelopment Team to support financial planning, monitoring, and reporting of major Capital Projects

This role is accountable for contributing to the delivery of the KHSC’s strategy. The role must demonstrate an awareness of and be responsible for actively promoting and supporting patient and family centered engagement and care in all we do.

RESPONSIBILITIES & DUTIES INCLUDE:

  • Program and facility planning for KHSC (KGH/HDH sites) including business cases, master programs, master plans, functional programs, and phases of the MOH Capital Planning Process, including the development of project budgets.
  • Oversees the production of monthly and ad hoc reporting on Capital Projects and works collaboratively with project management teams to review monthly status reports and prepares forecasts based on feedback from various stakeholders
  • Takes initiative and stays abreast of any changes to ministry funding models and cost share guidelines related to Capital Projects and Post-Construction Operating Plan (PCOP) funding
  • Owns key finance and business processes including, but not limited to, enhancing current planning and forecasting tools & processes and infrastructure
  • Will be tasked to review the department's capital project processes and procedures to find efficiencies in the delivery of projects from planning to implementation. Ensuring the process is following industry standards and complying with the MOH Capital Planning Process
  • Develop and implement standards within the Planning Office for the design and implementation of Capital Projects aimed at fulfilling the program’s objectives, maximizing corporate participation and cooperation, and minimizing disruption to clinical care.
  • Evaluates the requirements for additional space to expand to meet growing staffing needs and evaluate the requested growth needs, review options of consolidation or expansion including potential impacts on adjacent departments.
  • Liaise with the MOH and Infrastructure Ontario (IO) on day-to-day issues associated with capital planning.
  • Prepare and present documents seeking project approvals from KHSC Board Committees and
  • Boards of Directors, MOH, and IO.

BASIC QUALIFICATIONS

  • Undergraduate degree in Architecture, Engineering, Business, Project Management, or relevant field; Master’s degree (preferred)
  • Minimum of 10 years’ experience in capital/construction project leadership required, with large-scale, complex projects in a healthcare setting.
  • P.Eng. or PMP certification (preferred)
  • Advanced level of experience in area of expertise and/or high-level managerial experience required (preferred)
  • Knowledge of health systems and cost share guidelines for ministry funded major Capital Projects would be considered an asset
  • Knowledge of design and construction of hospitals, and MOH and IO policies and procedures.
  • Demonstrated excellence in interpersonal, written, and verbal communication skills including ability to demonstrate tact and diplomacy with diverse groups of stakeholders
  • Demonstrated ability to lead and influence individuals and teams within a large organization and in the context of major change, toward a vision while maintaining group cohesiveness, motivation, commitment, and effectiveness
  • Demonstrated ability to create an inclusive and welcoming environment that values everyone; respects their values, preferences, and unique abilities; and mitigates against the experience of stigma

  • Proficiency using word processing, communications/scheduling and spreadsheet applications,
  • Microsoft Windows Office suite (including Outlook, Word, and Excel)
  • Successful criminal background check with vulnerable sector search
