The Professional Institute of the Public Service of Canada, a national union representing some 70,000 professionals and scientists throughout Canada, requires a Director, Human Resources for its National Office in Ottawa.

What can I expect to do in this role?
Under the direction of the President and Executive Director, the Director, Human Resources is responsible for the strategic and operational decisions and provides expert advice, leadership, and effective management of the HR functions including talent acquisition and onboarding, engagement and leadership, total rewards, legislative compliance, and HRIS. The Director, Human Resources develops and ensures effective implementation of HR policies and programs to create and maintain collaboration with the staff and unions with a commitment towards shared outcomes.
Primary responsibilities:
- Operate as a member of the senior leadership team by providing operational leadership and strategic direction for all HR functions such as talent acquisition and development, training, performance management, organizational development, compensation and benefits, payroll, health and safety and labour relations.
- Lead the implementation of core HR initiatives into the business ensuring an effective sustainable people strategy over the long term. Develop HR programs that drive a high-performance culture through talent management, performance management, recruitment programs, and leadership training.
- Manage staff.
- Design, direct and manage an Institute-wide process of organizational structures that addresses issues such as succession planning, workforce development, key employee retention, organizational design, and change management. Consult with senior leadership on challenges pertaining to identification, development, assessment and management of talent.
- Oversee, develop and implement Human Resources policies and objectives for the Institute. Ensure compliance with industry regulations and governing laws. Provide leadership and oversight in the interpretation of collective agreement and labour relations.
- Develop and maintain collaborative relationships with leaders and staff to understand their business requirements in order to effectively assist them with their Human Resources needs.
- Oversee the development and management of compensation programs, including best practices and principles to support the design and creation of competitive compensation programs to drive employee performance and business results.
- Establish objectives and priorities for direct reports and provide advice and direction on the allocation of staff resources, on internal staff relations issues, recommend staffing needs and priorities to senior management and executive. Recommend resources needed to undertake delegated functions, including accommodation and ensure effective use of staff.
- Oversee the labour relations requirements with excluded and unionized staff, including ensuring the timely management of complaints and grievances and participate in bargaining preparation, negotiation and implementation.
- Oversee the payroll requirements for the Institute, including system oversight, review and implementation.
- Develop and recommend for approval budgetary and expenditure proposals for delegated functions and implement approved budget. Review and approve expense claims, overtime, leave, travel requests and timecards for direct reports.
- Prepares documentation for the Board of Directors meetings and related committees, including briefings; follows up on outstanding actions, as required.
Knowledge and Experience Requirements
Education:
- Post-secondary degree in business law, industrial relations, business administration and/or at least ten (10) years of progressive experience specializing in Human Resources, or an equivalent combination of education and experience.
- Certified Human Resources Leader (CHRL) designation is preferred.
Language requirement:
- Fluency in both official languages (French and English) is an asset
Skills and experience required:
- Experience developing and integrating strategic Human Resources initiatives into organizational development and expansion
- Experience in the development and management of strategic and operational Human Resources plans and programs, including occupational health and safety (OHS), compensation and benefits, payroll, talent acquisition, organizational design, performance management, labour relations and training and development
- Experience overseeing and managing Human Resources programs and monitor the projects and assignments performed by staff and contractors, including in a unionized environment
- Experience managing a budget and financial approvals
- Demonstrated management skills to plan, execute and facilitate the completion of work through others; manage staff
- Thorough knowledge of employment-related laws, regulations and best practices, along with policy development and implementation.
- Ability to interpret and apply legal decisions/case law and to build strong relationships and consensus and to establish trust
- Excellent written, verbal and interpersonal communications skills including coaching, group facilitation, influencing and the ability to collaborate and negotiate with internal and external contacts, including on sensitive topics
- Demonstrated self-directed approach with an ability to organize, plan, prioritize, and execute at high-level;
- Ability to be resourceful and flexible to meet the needs of the organization and the demands of the position; balancing the planning and implementation of longer-term strategy and problem-solving day-to-day issues
Compensation Package
- Salary Range: $134,056 to $173,781 (G10)
