POSITION SUMMARY
The Director of Finance is accountable to the Director of Operations and Council for the planning, organization, and direction of the Finance Division, which currently includes Finance, IT, Procurement, Funding, Payroll and Taxation Departments. The position is a member of the Senior Leadership Team and provides strategic leadership and collaborates on corporate policy, ensuring consistency across the organization, participating in the overall planning, administration, and management of the organization.
EDUCATION/EXPERIENCE
- Bachelor’s Degree in a related discipline (e.g. Finance, Business Administration or Public Administration)
- A Master’s Degree in a related discipline and certification or training in local government administration would be an asset
- Canadian Accounting Designation required: CPA (CA, CMA, or CGA)
- Several years of progressive experience in financial/organizational leadership, ideally in local government
- Numerous years of experience at a senior financial manager level (Controller, Director, VP)
- Proven ability to oversee financial staff and processes
- Knowledge of and experience with First Nations or similar organizations
- Demonstrated ability to develop workable policies and procedures that strengthen the organization
- Demonstrated ability to work with and contribute to senior management and Board / Council processes
- Knowledge and experience with funding programs, transfer agreements, grant funding, and program delivery and reporting
- Track record of contributing to and improving organizations through strong financial management
- Equivalent combination of education, training and experience may be considered

JOB DUTIES/RESPONSIBILTIES
- Provides advice and recommendations to the Director of Operations on all aspects of the portfolio operations
- Provides leadership, guidance and support to the Taxation, Accounting, Funding, Information Technology and Procurement Departments to ensure the require services are provided throughout the organization to Members and community.
- Through managers, plans, organizes, directs, and controls the department, establishes and implements policy, sets goals and objectives, and selects, appoints, appraises, and manages the performance of staff
- Provides leadership and direction to the management team to help them meet their goals and objectives as well as those of Westbank First Nation (WFN)
- Ensures policies and programs developed and adopted by the Director of Operations are relayed to managers and employees within the Finance team, and gives direction as to their implementation
- Administers, supervises, and directs the administrative affairs in conformity with Council policy and relevant statutes, bylaws, and resolutions
- Provides direction and oversight related to the preparation of the 5-year financial plan for areas of responsibility, for submission to the Director of Operations
- Coordinates and directs the preparation of long-range operational and capital plans for consideration by the Director of Operations
- Acts as a Signing Officer and approval authority for administrative policies within the scope of Finance
- Attends all Council, Council Committee, Membership and Advisory Council meetings as required
- Maintains a high level of contact with Council to ensure appropriate liaison between staff and Council while also ensuring effective communication with regard to operational matters
- Where the interests of WFN are affected, supports effective contact with neighbouring municipalities, regional districts, provincial and federal government departments, and various boards and commissions
- Provides information to Council, staff, Membership, and the general public concerning existing and proposed policies, practices and programs of WFN; ensures responsiveness to inquiries and service demands
- Provides leadership in developing and maintaining a culture of safety in all of areas of authority through an understanding of due diligence and the role of WorkSafeBC
- Performs all duties and responsibilities in accordance with Westbank First Nation policies, standard and procedures, and ethical standards
KNOWLEDGE/SKILLS/ABILITIES
- Knowledge of local government processes including budget-based property taxation, utilities administration, bylaw enforcement, and business licenses
