Compensation Range

$11,364.67 - $17,733.42 CAD Monthly

Reporting to the Comptroller, the Finance Director, Capital Financial Management and Reporting (CFMR) is accountable to the Comptroller for supporting the attainment of UBC's mission by providing strategic financial leadership, vision and direction for the Capital Financial Management cycle and Reporting. Supporting the management teams in Infrastructure Development, the position will partner and share capital expertise in relation to financial analysis, business strategy, operational budgeting, auditing and other key analytical information for the purpose of enhancing management reporting and decision making.

A significant component of this position is to support the planning, reporting and auditing of large and small scale capital projects with a current value of over $1 billion. Support includes effectively engaging diverse stakeholders with accurate information, including detailed analysis and summarized recommendations to ensure funding and expenditures align to the Board of Governors approved budgets and compliance with restrictions attached to the funding where required.

Organizational Status

The Finance Director (CFMR) reports to the Comptroller and is a member of the senior management team providing strategic financial, business planning and executive reporting expertise.

Work is done in collaboration with the Board of Governors, VPs, Treasury, Financial Reporting, Financial Operations, Internal Audit, IT Services, other Faculties/Portfolio Directors and external agencies including Metro Vancouver, University Neighborhood Association, UBC Properties Trust, external auditors, provincial and federal governments and municipalities.

Work Performed

Strategic and Operational Alignment:

Integral member of the senior leadership teams within Infrastructure Development, Comptroller department and the larger VPFO Portfolio to support the successful delivery of strategic and operational priorities to enable the delivery on UBC strategic priorities;

Consequence of Error/Judgement
This position has direct influence on the capital related strategic and operating decisions made by Infrastructure Development and broader VPFO. Errors in judgment, decision making and financial plans will have serious impacts on the financial viability of Infrastructure Development as well as have significant impacts on the overall budget of the University, thereby affecting the campus community. Errors could result in financial losses and damage the reputation of the University. A high degree of judgment, technical expertise and strategic thinking is required.
Supervision Received
Works with a high degree of independence under the broad direction of the Comptroller on steady state Strategic and Operational objectives. Receives extra support as strategic changes are being formed.
Supervision Given
Provides overall leadership to the Project Accounting and Capital Financial Reporting functions consisting of 8 to 10 highly skilled individuals. Provides direct supervision to 2 Managers.

Minimum Qualifications

Core qualifications and skills:

Undergraduate degree in a relevant discipline and completion of an accredited Accounting program (CPA).

Minimum of 10 years of progressive and related experience including experience in Leadership, technology systems development, design and implementation and accounting, auditing, budgeting and financial planning, (preferably in a unionized environment in a large private organization or the public sector), or the equivalent combination of education and experience will be considered.

Major capital projects accounting experience is required.

A strong understanding of project management concepts is required.

Core skills required:
- Demonstrated experience delivering business process improvements and driving innovative solutions to complex issues
- Sr. level experience in Financial Management and strategic business planning to deliver effective executive level decision making

- Working knowledge in writing financial policies
- Progressive leadership experience both with direct and indirect authority to implement strategic change and motivate at all levels
- Demonstrated experience in developing and executing on strategic and operational objectives in a complex business environment
- Demonstrated resilience in managing and leading multiple priorities and deadlines
- Sr. level experience working independently and as part of a team
