Description
The Ministry of Energy and Resources is seeking a proven leader and innovator to serve as Executive Director, Liability Management with the Energy Regulation Division (ERD) in Regina. Reporting to the Assistant Deputy Minister, you will be responsible for providing executive leadership for two distinct units Liability Assurance (formerly Liability Management, and the Saskatchewan Oil & Gas Orphan Fun (SOGOF). You will also be responsible for overseeing, developing and monitoring the strategic and operational plan to ensure alignment with the ministrys strategic and business plans and Saskatchewans Growth Plan.
As Executive Director, you will:
- Oversee and direct the operations of the Liability Management Branch, one of four branches within the Energy Regulation Division. This includes branch budgeting, financial reporting and accountability, strategic and operational planning, position management and risk management;
- Oversee and direct the SOGOF and procurement program to align with a provincial liability management strategy to ensure that the costs associated with abandonment/decommissioning and reclamation of orphaned sites are borne by the oil and gas industry and that those costs do not get passed on to the taxpayers of Saskatchewan;
- Oversee and direct the integration of a number of diverse program areas in the delivery of a comprehensive liability management strategy, specifically implementation of the Financial Security and Site Closure Regulations and related program areas: the Inactive Liability Reduction Program; Proportional Risk Transfer and corporate health assessments; enhanced Licensee Liability Rating program; the reclamation and remediation program; and, associated compliance programs; and
- Provide strategic leadership to the Surface Rights Board of Arbitration, which is an organization that provides a comprehensive set of procedures and practices for acquiring surface rights.
