Position: Permanent Part Time (28 hr/ week – 35 hr/week pending workload)

Wage Range: $26 - $33/hr to start

Core Responsibilities
§ Provide administrative oversight of financial administration, financial management including investments, grant programs and reporting, budgeting (operating and capital), and human resource functions
§Assist, direct and coordinate staff including seasonal employees
§Contribute to preparation of Council meeting agenda packages
§Assist with the development of policies and procedures, including Bylaw creation/review/revision
§Oversee handling and preparation, posting and balancing of cash receipts and utility billing processing and balancing
§Review, preparation and balancing of accounts payable, payroll, General Ledger, and bank reconciliations
§Responsible for all banking transactions for all bank accounts
§Liaise with community, municipal and provincial stakeholders in relation to the FCSS program
§Lead contact for Human Resources services including benefits programs, TFSA/RRSP Pension program, personnel policy, recruiting and interview processes along with CAO
§Onboarding of new employees, assisting with the hiring of seasonal staff including conducting interviews, review salary grid, review job descriptions and other staff policies
§Liaison with Village contract Safety Codes Inspections provider with billing, reports and other information
Qualifications
§Post-Secondary education in Municipal Government and/or Business Administration Program or equivalent combination of relevant education and experience
§Experience and knowledge of accounting systems in a local government setting or overall accounting knowledge to perform supervisory tasks and functions
§Solid working knowledge of budget process, procedures, and analysis; expenditure and revenue structure, forecasting, financial condition analysis and financial trend monitoring, cost accounting and cost analysis
§Broad knowledge of standards and best practices pertaining to public finances and operations
§Familiarity with innovations in budgeting such as long-term financial plans, multi year budgeting, strategic planning, performance-based budgeting
§A high degree of personal initiative, organizational skills, integrity, professionalism, and political sensitivity
§Possess exceptional interpersonal skills in dealing with staff, peers, and the public in all types of circumstances
§Ability to work independently with confidential and sensitive matters
§Extensive Microsoft office and other computer knowledge with ability to learn new software
§Willing to attend relevant training courses and conferences as part of lifelong learning
