The Financial Planning Service prepares the budget for all University funds as well as budget management and controls for the Operating Fund and Ancillary Enterprises Fund budgets. It works with various stakeholders involved in the process, both senior executives and stakeholders in faculties and services, so that budgets and budget updates are submitted to the various authority levels up to the Board of Governors in time for their scheduled annual meetings.
The Financial Planning Service also conducts various special projects, analyses complex processes, documents them, and provides sound advice on budget issues to senior executives. In terms of budget management, Financial Planning Service acts as a subject matter expert and initiates change management at the University level.
Position purpose:
Plans and coordinates preparation of the annual and triennial budgets, as well as budget updates. Judges reliability of information received, and conducts multiple analyses and revisions to ensure quality of information produced and to comply with budgetary policies. Oversees operation of the financial system, putting controls in place to ensure data integrity and accuracy.
What you will bring:
  • Knowledge of accounting or finance acquired through university studies
  • Professional accreditation in a related field (CPA, MBA) an asset
  • At least three years' experience in financial management, preferably in budget management, financial planning and financial analysis
  • Experience interpreting and applying regulations and procedures
  • Experience using computer systems and software, including financial and ERP systems, spreadsheet programs, word processors, databases, email and the Internet
  • Excellent ability to analyze, summarize and solve complex problems
  • Interpersonal relations, communication and leadership skills, to act as a resource person
  • Ability to organize work to meet tight deadlines, set priorities and carry out multiple tasks simultaneously
  • Experience in human resource and team management, as well as in interpersonal conflict resolution
  • Strong knowledge of benefit administration policies and procedures
  • Excellent skills in planning, information management and decision-making affecting one or more fiscal years; ability to coordinate annual budgetary process
  • Independence, creativity and attention to detail, to produce high-quality analysis
  • Bilingualism - English/French (spoken and written)
