Job Description (E)
POSITION PURPOSE
Reporting to the Accounting Supervisor, is responsible for performing financial analysis within the Branch; supporting activities relating to the annual operating and capital budget development and review process; assisting with the production of financial statements and reports; performing financial analysis and meeting regular reporting interface requirements to the Regional Financial systems; and performing financial duties and tasks supporting program and service delivery activities within the unit.
MAJOR RESPONSIBILITIES
- Prepares revenue analysis and projections.
- Prepares year to date and forecasted year end variance analysis for management team; investigates variances and identifies the causes.
- Prepares accrual entries and adjustments in financial system to enable production of monthly reports.
- Assists with the preparation and development of the annual operating and capital budgets, business plans, preparation of reports, collection and interpretation of data, etc.
- Utilizes and develops budgeting and forecasting models.
- Conducts research on budget related matters to provide statistics, key performance indicators etc.
- Ensures accurate and timely input of data into the accounting systems, investigates and resolves discrepancies.
- Completes regular reporting and data input to Regional financial systems.
- Assists with preparation of year end working papers, schedules, branch process and audits.
- Assists in the development and implementation of new financial systems and enhancements and/or financial management reports to provide the necessary tools and information to the management team.
- Responds to inquiries and resolves concerns, as appropriate, from the general public etc.
- Successful completion of a University Degree in Business, Finance, Accounting or related field.
- Completion of two core Chartered Professional Accountant - Professional Education Program (CPA-PEP) courses.
- Minimum three (3) years' experience in applying financial analysis and forecasting, data comparisons, variance analysis and related financial activities as well as exposure to project management.
- Sound knowledge of accounting principles and practices and strategic financial planning concepts in a computerized financial environment.
- Knowledge of budget processes, principles and practices, data processing systems, accounting and financial control procedures.
- Knowledge of financial management systems in a large municipal or corporate setting and provincial/municipal statutes and regulations.
- Knowledge of the Public Sector Accounting Principles (PSAP) and General Accepted Accounting Principles (GAAP).
- Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management and accountability, and flexibility/adaptability.
