Purpose

The Director, Indigenous Financial Services is responsible for growing and supporting the profitability of the Indigenous market segment, making Scotiabank a thought leader on matters related to growth of the Indigenous economy; and ensuring Bank employees have a sound foundation of knowledge of Indigenous cultures, histories, and traditions.


Accountabilities:

Lead, drive and monitor progress to ensure that strategic goals and KPIs are being met to advance the inclusion of Indigenous customers, businesses, talent, and communities.

Establish team structure with positions in locations across Canada to best serve Indigenous communities.

Establish and co-chair the Enterprise Indigenous Inclusion Council to set and drive Scotiabank's holistic Indigenous strategy, including consideration for customers, employees, and communities; act as chair for Indigenous business Inclusion sub-council to best serve our Indigenous customer base.

Advance the appointment of, and support, an external Indigenous community leader as an advisor to the Bank on the inclusion of Indigenous peoples and the Bank's path forward to reconciliation.

Lead and drive a customer-focused culture throughout retail/small business banking, business banking and wealth management to deepen Indigenous client relationships and leverage banking systems to grow the Indigenous book of business and make Scotiabank the bank of choice for development on reserve by:

  • Supporting and coaching key partners and stakeholders, on Indigenous-specific Financial Services administered on reserve such as: First Nations housing, credit history establishment and small business cash flow structure review.
  • Creating deal teams comprised of members from various business lines to collaborate and provide cogent and coherent proposals and presentations to prospective Indigenous clients.
  • Providing referrals to wealth and trust advisors corresponding to Indigenous settlement. adjudication/negotiation timelines and complementary business banking opportunities.
  • Leading presentations to Elders, Chiefs & Councilors, Knowledge Keepers, Indigenous business executives and band members during band meetings, ceremonial exchanges, town halls and referenda in accordance with the Indian Referendum Regulations.
  • Assisting with the onboarding and annual review of Indigenous community and business clients.
  • Developing banking products and services that navigate the constraints Indigenous communities, businesses and peoples face with respect to the Indian Act.
  • Administering the First Nations Leasehold Financing program through Real Estate Secured Lending.
  • Have a working knowledge of Indigenous Governance, FMB Certification, First Nations Financial Authority, and UNDRIP.

Support the Vice President with the overall Indigenous Financial Services strategy, and guides implementation of long and short-term revenue-generating strategies, policies, and programs by:

  • Working closely with key business lines to understand the needs and characteristics of each targeted market.
  • Balancing the strategic and analytical attributes with marketing and management skills to develop and execute vision, business goals, strategies and plans required to enhance top line revenue growth. Developing and maintaining the Indigenous Financial Services commercial lending guide and First Nation leasehold financing guide.
  • Driving engagement strategy to attract business from Indigenous consortia.
  • Knowledge of competitor positions and changing market influences.
  • Structuring and aligning customer-focused solutions to best meet needs and to effectively address the changing demands of the Indigenous marketplace.
  • Evaluating external research and field observation and developing strategies to capitalize on findings.
  • Monitoring ministerial loan guarantee programs for Indigenous communities and businesses at the federal and provincial levels.
  • Reviewing and assessing business profitability to ensure goals and financial objectives are achieved.


Lead the implementation of key long and short-term strategic initiatives within Indigenous Financial Services to grow the Indigenous book of business by:

  • Working with internal stakeholders, principals and/or external consultants to design, document, pilot, modify or choose targeted analysis, solutions, and implementation frameworks.
  • Co-ordinating the various product and policy groups to ensure product development priorities and business development and acceptance activities and decisions are consistent with the Bank's Indigenous Financial Services revenue and profit objectives.
  • Ensuring effective communication with partner business lines and that collaborative joint efforts and initiatives are executed effectively.


Improve and maintain the Bank's profile in the Indigenous community, both internally and externally by leading & advising on Indigenous Peoples relations and building internal Indigenous cultural competency:

  • Develop recommendations to drive progress on advancing Reconciliation within Scotiabank.
  • Build internal processes to improve access to financial products and services for Indigenous Peoples and businesses.
  • Provide advice, guidance, consultation, feedback, related to Indigenous relations and Financial Services.
  • Contributing to the Scotiabank Indigenous Employee Resource Group programming and content creation.


Develops sustainable partnership and outreach strategies with Indigenous organizations and communities across Canada:

  • Supporting Scotiabank's Community Investment, Social Impact & Sustainability group with identifying Indigenous institutions dedicated that match the Bank's community goals.
  • Supporting the Inclusion of Indigenous Peoples team in attracting Indigenous vendors to help build out a Scotiabank's Indigenous corporate supply chain while identifying Indigenous procurement champions within the bank.
  • Supporting Scotiabank's communication and thought leadership strategy and related tools/materials/support.
  • Maximizing the involvement of multiple business lines and other stakeholders to further business interests in order to optimize the customer relationships, as customer needs evolve, and the depth of relationships change.
  • Being recognized as a brand ambassador for the Bank in the Indigenous market.


Understand how the Bank's risk appetite and risk culture should be considered in day-to-day activities and decisions.


Actively pursues effective and efficient operations of their respective areas in accordance with Scotiabank's Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Reporting Relationships:

Primary Manager: Vice President, Indigenous Financial Services.
Direct Reports: No direct reports - to be determined in the future as structure is built out.
Indirect Reports: To be determined in consultation with incumbent as structure is built out.


Dimensions:

Clients being serviced are in Canada and could have operations across the country as well as in international locations.


The incumbent will interact primarily with various internal partners which include Global Risk Management, Global Business Payments, Payments & Cash Management, Leasing, Global Banking & Markets, Wealth Management, Enhanced Due Diligence Unit, Canadian Business Executive Office, and Canadian Banking Executive Office.


The incumbent will be in contact with client, Centre's of Influence within the market area, Indigenous communities, non-profits, and building and maintaining relationships with key internal/external key players/contacts.


The incumbent will also interact with external parties such as Solicitors, Accountants, Professional Service Providers, and other Banks.


The incumbent continually works with clients providing service consistent with Scotia Service Standards, Complaint Resolution Standards and Procedures. The incumbent looks for opportunities to promote the sale of Bank product and services.

  • The environment is fast paced and demanding and will at times require priorities be re-adjusted to accommodate urgent requests.


Education / Experience / Other Information (include only those that are specific to the role)

University Degree/College Diploma in business or relevant work experience.

Must have a broad understanding of banking services and/or 5+ years of banking experience.

Preference will be given to candidates with experience in the Indigenous market.

Other Attributes:

Must be open-minded with a high degree of intellectual curiosity and a propensity to challenge the status quo to advocate creative/innovative solutions to meet the needs of the Indigenous market.

Strong, proven track record as a change agent.

Must possess project planning, financial management and effective resource management skills combined with superior decision-making skills.

Strong negotiating skills and excellent oral/written communication skills are essential.

Must be able to articulate viewpoint/opinions to all levels within Scotiabank domestically as well as to senior executives.

Be able to represent Scotiabank on risk management issues, policy, and political concerns in a multitude of external venues and internal business-lines. The incumbent must also be able to professionally manage the customer relations with the bank's strategic risk appetite. Building Strategic Relationships - Ability to build and maintain collaborative networks of strategic contacts, both internally and externally, with the specific intent of fostering teamwork and future opportunities and partnerships. It includes using these relationships to further both short and long-term business interests.

Strategic Influencing - Ability to convincingly persuade others, including individuals, groups, external stakeholders, and markets for the benefit of the organization. Planning how best to win support, gain co-operation and overcome obstacles and barriers.

Strategic Thinking - Ability to understand and integrate the Indigenous market into the organization's direction and goals. Well-developed awareness of the impact of the Indian Act and other political and ethical concerns and their impact to the Bank's decisions.

Working Conditions:

Frequent travel is required and due to the remoteness of some Indigenous markets, air travel is not always easy. Much time can be spent in airports waiting for connecting flights or due to delayed/rescheduled flights. Standard office environment.
