The ICS Program Manager is responsible for coordinating and prioritizing projects that treat risks to The City services that utilize Industrial Control Systems (Control Systems used for process controls such as water/wastewater treatment, traffic control, train tracking, parks irrigation, waste management and building management). Primary duties include:
- Develop, coordinate, and lead efforts for the Operational Services Department that meet the Corporate Industrial Control Systems Security Standard 20190819.
- Develop an ICS Security governance structure with roles, accountabilities and metrics, and its Working Group.
- Develop structure by identifying roles and responsibilities for the ICS Security governance structure, terms of reference, and mandate, as well as for its Working Group.
- Establish a Working Group that is cross-Departmental with representatives of business units with Control Systems, including partners for Corporate Security and Corporate IT.
- Prepare reports, briefings and presentations for delivery to Operational Services Senior Leadership and ICS Security governance structure.
- Responsible for coordinating and providing recommendations to senior management, with influence over, decisions regarding capital expenditures.
- Oversee capital projects, consultants, and exercises as tabletops and drills.
- Review existing risk management practices and reporting methods, identifies gaps through in-depth analysis.
- Explore and develop a comprehensive assessment of the current ICS risk landscape within the Operational Services Department.
- Oversee the development of cyber incident response plans for each business unit in Operational Services that have Industrial Control Systems/critical infrastructure.
- Work in partnership with Corporate Audit, Corporate Security and Corporate IT to conduct audits and risk assessment of existing programs that support Industrial Control Systems in the Operational Services Department.
- Prioritize collective risks across the Operational Services Department and present them to the ICS Security Governance Committee. Will lead or support the development of business cases to secure funding. Oversight of budget and sponsorship of projects that are deemed cross-departmental.
- Lead, coordinate and facilitate the integration of key corporate risk management strategies into existing issue and risk management initiatives.
- Provide guidance and influence to Operational Services Senior Leadership Team on risk management strategies and leads discussions on risk tolerance levels.
- Build program level requirements, success criteria, measurement and monitoring mechanisms to ensure projects¿ success. Coordinate project managers within the Program.
- Contribute to service risk identification, prioritization, and alignment, which is essential to multi-year business planning and budget process.
- Ongoing communication and coordination with partners required to address short, medium and long term risks for the Department.
- Analyze potential impact of issues; develop appropriate mitigation, management and communication strategies; and manage implementation of issue management plans.
- A degree in Emergency and Security Management, Public Safety, Computer Science, Information Technology or a related field and at least 5 years of related experience OR a Master's degree in a related field and at least 3 years of experience.
- Experience with environmental and industrial wastewater sampling and exposure to environmental legislation, pollution prevention and wastewater treatment is considered an asset,
- Success in this position requires strong communication and interpersonal skills.
- Work effectively with others and be able to support teamwork environment and promote safety at work.
- Have a high level of organizational and computer literacy combined with technical depth in the area of environmental, source control and industrial effluent treatment technologies.
- Additionally, this position requires effective decision making skills and knowledge of municipal bylaw, provincial and federal regulations related to environmental and wastewater.
