Job Summary

This position resides in the Digital Strategies and Services unit of the Ministry of Finance's Information Management Branch, reports to the Digital Services Lead - Technical Product Manager - IS30, and provides technical development services to multiple divisions with differing needs, and complex interactive business processes involving two way data linkages to other ministries and external organizations, and key front line digital service delivery applications such as the Ministry's public web and intranet, and our client-facing digital experience platforms.

The purpose of this position is to lead the development within a multidisciplinary agile delivery teams that develop a new major digital product or service and/or extensive iterations to significant existing products and/or services.
Job Requirements:
Education and Experience:
A Degree, diploma, certification, or equivalent education in Computer Science, Computer or Software Engineering or related technical field; OR A combination of education and working experience may be considered:
- A degree in Computer Science, Computer or Software Engineering or related technical field, and minimum three years of experience as a Full Stack Developer.
- A comparable related diploma in Computer Science, Computer or Software Engineering or related technical field, and minimum four years of experience as a Full Stack Developer.
- A comparable certification(s) in Computer Science, Computer or Software Engineering or related technical field, and minimum five years of experience as a Full Stack Developer.
- An equivalent combination of education and experience, and minimum six years of experience as a Full Stack Developer.
- Preference may be given to applicants with more years of experience.
Related experience may include:
- Experience using modern development tools such as:
- Front-end languages like HTML, CSS and JavaScript
- Back-end languages such as PHP, Python, Java, Ruby, and .NET
- Content management frameworks like Drupal and WordPress
- Use of relational and non-relational databases such as MySQL, MariaDB, and MongoDB
- Use of OpenShift Container Platform and Linux
- Use of Kubernetes and Docker
- Use of NGINX and Apache
- Use of Git and GitHub
- Use of Composer and Drush
- Experience leading design and implementation of enterprise applications, with a focus on content management systems and large content repositories.
- Experience with modern web design practices including mobile-first development and creating accessible websites.
- Experience with API development and integration and continuous development environments.
Preference may be given to applicants with:
- Experience with Ministry of Finance technology, practices, and applications.
- Experience with the Drupal content management framework and module ecosystem.
- Experience working in an agile development environment with User Experience (UX)/Service Designer teams, Software Developers, and Scrum Masters to iteratively create or improve digital products and services from conception to production.
- Experience with containerization technologies such as Docker, Kubernetes and OpenShift.
- Experience with automation and continuous development pipelines.
