Home and Community Care Support Services South East is one of 14 Home and Community Care Support Services organizations in Ontario with a focused mandate to deliver local health care services such as home and community care and long-term care home placement.
These organizations were previously known as Local Health Integration Networks (or "LHINs") at a time when they also led local health care planning and funding, and those functions are now part of Ontario Health.
Home and Community Care Support Services South East is dedicated to ensuring the ongoing delivery of local services while Ontario makes changes to improve the health care system to give patients better-connected care with health care providers working as one coordinated team in Ontario Health Teams.
The south east region extends from Brighton on the west, to Prescott and Cardinal on the east, north to Perth and Smiths Falls, and back to Bancroft. The boundaries are for funding and planning purposes only. Residents of the Home and Community Care Support Services South East can seek health care services wherever they prefer, inside or outside these boundaries.

Home and Community Care Support Services South East is looking for a Manager, Human Resources and Labour Relations with demonstrated experience collaborating with operational leaders in the development of people strategies and plans, and expert level knowledge of employee and Labour Relations best practices to support a highly unionized environment. Areas of responsibility will include labour and employee relations, HR operations including recruitment, occupational health and safety, scheduling, HRIS systems and reports, and HR service delivery through a team of HR professionals.
In conjunction with the Director, Human Resources the Manager Human Resources and Labour Relations is accountable for partnering with leaders to support organizational initiatives, enhance employee performance, and oversee HR program delivery, including consultation on a broad range of employee and Labour Relations matters, grievance administration, performance management issues, employment and human rights legislation obligations, and organizational compliance requirements.

What will you do?

Labour Relations
  • Provide advice and counsel to management regarding collective agreement administration and the resolution of employee and Labour Relations issues.
  • Acts as spokesperson regarding Labour Relations processes, particularly collective agreement and grievance administration and chairs Union-Management meetings.
  • Establishes and maintains effective working relationships with union representatives to manage grievances and address employee and/or management concerns.
  • Conduct research regarding Human Resources and Labour Relations issues, trends and best practices; including research to support the collective bargaining process.
  • Interpret and administer the collective agreement with respect to grievances, and professional responsibility complaints.
  • Coach management and team on variety of Labour Relations matters and assist managers to investigate complaints/grievances.
  • Provides technical guidance to other HR staff on employee and Labour Relations matters.
  • Builds and sustains positive long-term relationships with unions.
  • Partners with Director, Human Resources on escalated labour and employee relations activities.

HR/LR Policies and Programs
  • Contributes to the development of surveys, benchmarks, policies and processes to support organizational strategic objectives and HR program development.
  • Contributes to the design, development and delivery of Labour Relations education and training initiatives for management and staff.
  • Maintains thorough documentation on all matters and ensures that information is sufficiently recorded in a timely manner.
  • Implements new procedures as necessary.

HR Operations
  • Oversees the organizational scheduling function and manages team of HRIS Coordinators in the delivery of scheduling and payroll administration support.
  • Oversees the recruitment and selection activities and processes.
  • With the support of the Compensation and Benefits Lead, has accountability/oversight of organizational employee benefit programs and salary administration programs.
  • Acts as a primary contact for geography specific reporting (i.e. Ministry of Health, BoD), HR metrics, and employee data reporting.
  • Oversees occupational health and safety program and acts as a resource to the organization on matters of employee occupational health and safety.
  • Supports team and leaders in management of OHS concerns/ issue.

Business Partnership and Relationship Management
  • Establishes and maintains effective working relationships with leaders at all levels of the organization in order to provide quality service and resolve Human Resources concerns.
  • Is a thought partner with leaders and supports the design of HR solutions to meet evolving business needs.
  • Leads team of HR professionals in the day-to-day delivery of HR services and mentors and coaches team in the management and delivery of HR goals and services.

What must you have?
  • Bachelor’s degree in Human Resources Management, Labour Relations or Business Administration with a specialization in Industrial Relations/ Human Resources; OR Bachelor’s degree in a related field with a post graduate diploma/certificate in Human Resources Management (or equivalent combination of education and experience).
  • CHRP designation is required; CHRL preferred.
  • 5+ years’ progressively responsible Human Resources experience in a unionized environment; with at least three (3) years recent and related leadership experience with a focus in Labour Relations, employee relations or HR operations in a unionized environment.
  • Sound understanding and demonstrated working knowledge of relevant legislation, including Employment Standards Act, Ontario Labour Relations Act, Human Rights Code, and OHSA.
  • Demonstrated experience in administering collective agreements and managing grievance resolution processes, up to and including arbitration preparation.
  • Demonstrated experience coaching, influencing, mentoring, consulting, and creative problem solving to advance organizational initiatives and build workplace relationships.
  • Extensive mediation, negotiations, and conflict resolution experience to influence decisions and address concerns, conflicts and issues in a constructive manner.
  • Demonstrated tact and sound professional judgment with a high degree of comfort operating with ambiguity in a fast-paced environment.
  • Ability to multi-task and managing competing priorities in a highly dynamic business environment with frequent shifting priorities.
  • Excellent analytical and interpretation skills to interpret collective agreements, internal policies and procedures, and provide support and guidance to leaders and the HR team.
  • Demonstrated leadership experience in the delivery of HR services with a strong commitment to exceptional customer service.
  • Strong technical skills and proficiency in the use of MS Office applications (e.g., Word, Excel, PowerPoint, etc.).
