The Manager of Access PEI Charlottetown is to manage the operations and administration of Access PEI site and to provide exceptional service to internal and external clients. The Manager will provide human resource management of thirteen full-time staff and some casual staff. The position requires innovation and leadership in order to provide improved service delivery for clients and improved morale and job satisfaction for employees of Access PEI.
DUTIES WILL INCLUDE:
- Direct supervision of permanent and casual employees involves evaluation service delivery on a regular basis, working with staff to ensure consistency procedures in delivering services;
- The manager is the primary contact for Access PEI staff in Charlottetown;
- Evaluate delivery methods and liaise with the Chief Citizen Experience Officer, the Senior Manager of Access PEI and other Access PEI managers to find ways to continuously improve customer service;
- Plan work for all customer service representatives (CSR), administer Collective Agreement, hiring staff, scheduling, preparing work plans and reviewing work performance;
- Responsible for doing performance evaluations for each employee;
- Assist in resolving staff issues and handling difficult personnel issues;
- Identify training requirements and facilitating training for staff;
- Continuous audit procedures for cash control and service delivery especially in the area of issuance of driver’s licenses and motor vehicle registration;
- Responsible for the budget planning process, managing resources to provide excellent service within budget limits Access PEI in Charlottetown;
- Responsible for proper invoicing procedures for all Federal and Municipal vehicle fleets in the province of PEI and ensuring that all jurisdictions are invoiced, and payments received in a timely manner;
- Responsible for making decisions regarding storm closures in Charlottetown Access sites;
- The manager of Access PEI Charlottetown is the building contact for Transportation and Infrastructure (DTI) to provide support to approximately 65 internal clients consisting of Non-Government Organizations (NGO’s) Community groups, Elected Officials and other Government departments and other related duties as required.
QUALIFICATIONS
- A University Degree in a related field, or a relevant training program and extensive experience in a Management role
- Excellent Human Resources skills in dealing with people
- Excellent organizational skills with the ability to be flexible and adapt in a fast-paced environment
- Demonstrated equivalencies will be considered;
- Knowledge of Provincial Government Departments/Crown Agencies
- Knowledge of computer applications, such as Driver Vehicle System (DVS), Vitals Statistics licensing, Revenue Tax Exempt Systems etc.
- Knowledge of Driver Vehicle System (DVS) and Revenue Tax Systems.
- The successful applicant must qualify for appointment as a Commission of Oaths and Marriage Commissionaire.
- Computer skills including word processing, email, Internet/InfoPEI and Oracle.
- Cash management experience and financial and budget administration skills.
- Knowledge of Collective Agreements.
- Must possess strong interpersonal and communication skills as well as demonstrated experience in conflict resolution and problem solving.
- Experience in managing facilities and staff resources.
- Ability to work independently and make good management decisions and accountability to employees, employer and clientele.
- Must have a valid Prince Edward Island driver’s license, access to a reliable vehicle and a satisfactory driver’s abstract;
- Must provide a current and satisfactory Criminal Records Check, prior to employment;
- Must provide a current hearing test, prior to employment and must have a good work and attendance record.
OTHER QUALIFICATIONS:
- Experience at Access PEI would be considered an Asset
- Proficient in languages other than English would be considered an asset;
- Experience with Peoplesoft and Oracle would be considered an Asset
