Reporting to the Director of Indigenous Relations & Anti-Racism, the Manager of Anti-Racism Initiatives leads and manages internal engagement across provincial government departments to ensure a coordinated, consistent, and informed approach to addressing systemic racism. This position leads and coordinates the identification of and addresses the full range of government issues, interests, strategies, and potential solutions for a variety of subjects. The manager is responsible for ensuring appropriate documentation and internal communication and for coordinating as well as the coordination and facilitating of meetings including working groups, the Anti-Racism Table, and other community groups as needed.
Duties will include:
- Leads high-level discussions and consultations both internally with other government departments and externally with other provincial jurisdictions and the federal government in the development, implementation and evaluations of program and approaches as well as internally across government departments;
- Leads the work of the province to provide Anti-Racism expertise and research that promotes racially equitable and fair practices in all departments;
- Leads the implementation of a provincial anti-racism action plan that includes key deliverables such as a province-wide Indigenous and racialized anti-racism strategy and manages staff to support the successful implementation of the plan;
- Manage the day-to-day duties and responsibilities of the Anti-Racism Staff, providing leadership and direction for this team.
- Contributes to the preparation of divisional briefing materials, presentations, correspondence, reports and other documents for internal briefings and meetings, intergovernmental meetings, ministerial working groups, Cabinet and Treasury Board, and legislature;
- Leads the development of legislative/policy reviews while coordinating with the appropriate governing structures with the goal of removing systemic barriers;
- Leads the development of the accountability framework as well as creating and monitoring key performance measures;
- Other duties as necessary.
Minimum Qualifications:
- Master’s degree in social science, business or public administration, cross-cultural communications, human resource management or a related field; OR an equivalent combination of education and experience may be considered;
- Demonstrated equivalencies will be considered.
- Experience in leading the design, development and implementation of policy, regulations or/and legislation. Preference may be given to applicants who have gained this experience within the public sector;
- Experience establishing, building and maintaining collaborative relationships with senior leaders and executives in support of corporate goals;
- Considerable experience supervising staff and leading teams;
- Demonstrates in-depth understanding of complex subject matters related to Anti-Racism and an ability to build influential relationships across government and with external agencies and orders of government to successfully achieve common goals;
- Demonstrated service excellence, embracing diversity and promoting inclusiveness;
- Positive work and attendance record, with a satisfactory Criminal Records Check required prior to employment.
Other Qualifications:
- Exceptional understanding of racialized communities, their history, culture and current environment and a deep appreciation for the cultural aspects of the work as well as knowledge of cultural practices and protocols;
- Fosters an environment that leads to strategies that are efficient, effective and innovative;
- Demonstrates strong relationship building skills to develop meaningful relationships and ongoing engagement with other government departments and external organizations;
- Demonstrates a collaborative approach to working with Section staff, external stakeholders, and cross-government partners to advance common goals;
- Demonstrates judgement skills to anticipate and manage contentious issues and to identify mitigating strategies;
- Ability to analyze complex technical information and make timely decisions. Skills and ability in project management and delivery processes;
- Ability to manage and present complex ideas to diverse audiences and establish clear expectations; communicating via multiple channels (verbal and written) for diverse audiences.
- Experience in advocacy and working directly with equity-seeking groups is a strong asset.
