Position Summary

The Manager of Human Resources is responsible for development and implementation of Human Resources policies, programs, and procedures as well as leading activities regarding Human Resources planning, full-cycle recruitment, training and development, employee relations, policy administration, maintaining employee records, administering employee benefits, pay equity maintenance, and health and safety. The position is also responsible for policy research, compliance reporting and auditing with respect to evolving legislation and health and safety. This position involves handling issues of a highly sensitive and confidential nature.

Responsibilities

Human Resources
•    Reviews, updates, and maintains job descriptions, job postings, and related policies.
•    Performs full-cycle recruitment including hiring, onboarding, offboarding, and performance management.
•    Maintains employee data and personnel files following data management requirements as per the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and other applicable legislation, internal policies, and best practices.
•    Administers pension and benefits enrolments and updates for all employees.
•    Manages the HRIS for the organization and implements new HRIS modules as required.
•    Responds to management and employee inquiries and concerns as they relate to Human Resources functions.
•    Provides guidance and support to managers regarding performance management and policy interpretation.
•    Coordinates the employee recognition program.
•    Guides and supports employees through occupational and non-occupational illnesses and absences.
•    Provides timely and suitable modified work and accommodation plans to keep employees actively at work, and to support a safe and early return to work.
•    Manages Workplace Safety and Insurance Board (WSIB) claims and costs.
•    Coaches, mentors, and provides guidance to leadership regarding the interpretation of HR policies, disability management, performance reviews and succession planning, performance improvement plans, and difficult conversations.

Health & Safety
•    Develops and promotes Health and Safety awareness and initiatives.
•    Assesses compliance with Occupational Health and Safety legislation to promote the wellbeing of employees in the workplace and manage exposure to risks.
•    Conducts and monitors workplace audits to minimize or alleviate unsafe work conditions and practices to reduce workplace accidents.
•    Tracks, audits, investigates, and reports on incidents, accidents, and critical injuries reporting any findings to the Joint Health and Safety Committee, CAO, directors, and leadership as necessary.
•    Liaises with the Ministry of Immigration, Labour, Training & Skills Development for field visits, complaints, and orders. 
•    Develops and maintains Health & Safety training database.

People Leadership
•    Provides leadership and direction to the Human Resources division.
•    Directs the conduct of regular performance reviews, appraisals and follow up action. Takes and/or recommends action for employees, i.e., pay increases, new assignments, promotions, training, disciplinary action, or dismissal.
•    Recommends organizational structure changes, leads recruitment processes, and makes effective hiring and/or promotion recommendations/decisions.
•    Provides functional advice and leadership to senior management team, including staff development, performance management/review, coaching and mentoring, staff engagement, rewards and recognition, disability management, health, safety, and discipline.
Other Responsibilities
•    Liaises with Members of Council, staff, other municipal and governmental organizations, local businesses, and the public providing advice and information on matters related to Human Resources and health and safety as required. 
•    Prepares and recommends the divisional budget. Implements and monitors approved budgets, including the authorization of purchases and expenditures. 
•    Develops, reviews, implements, and revises as necessary divisional policies, procedures and processes, divisional service levels performance measures and statistical information requirements. 
•    Undertakes special projects and performs other duties as assigned in accordance with departmental or corporate objectives.

Qualifications & Experience

Education
•    University degree in a relevant field of study, such as Human Resources, Business Administration, and/or Occupational Health and Safety, or equivalent post-secondary education and/or experience.
Experience
•    5-7 years of progressive experience working in an office environment, ideally in a municipal, Human Resources or health and safety role.

Specialized Training & Licences
•    CHRP designation.
•    Certified Joint Health & Safety Committee member.

Skills & Abilities
•    Excellent communication skills. Political astuteness, tactfulness and diplomacy. 
•    Knowledge of municipal government processes and parliamentary procedures. 
•    Excellent analytical skills showing good judgement, sound problem solving, and conflict resolution abilities. 
•    Computer literacy utilizing the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). 
•    Maintain a good relationship, exchange information, and represent the best interests of the municipality with employees, the Ministry of Immigration, Labour, Training and Skills Development, the Public Sector Health & Safety Association. 
•    Ability to interpret and apply applicable legislation, including Occupational Health and Safety Act and applicable regulations, standards, and codes, WSIB and regulations, Ontario Human Rights Code, Employment Standards Act, Municipal Freedom of Information and Protection of Privacy Act, internal policies, and procedures.
•    Effective time management, analytical reasoning and problem solving skills.
•    Ability to work in a fast paced team environment and ability to work a flexible schedule when required.
•    Demonstrated tact and diplomacy skills and the ability to handle confidential matters with discretion.

Other Requirements
•    Minimum of a valid Ontario class G driver’s license in good standing.
•    Criminal Record Check and Driver’s Abstract.

Hours & Conditions of Work
Normal work hours are 37.5 per week, Monday to Friday. Occasional work outside of normal business hours will be required to attended evening or weekend meetings or events, or to accommodate deadlines and work projects.

This position primarily works at the main municipal office.

Compensation
Middlesex Centre offers a competitive salary and a comprehensive employee benefit plan, including participation in the OMERS pension plan for this position. Compensation for this position is currently $98,598.34 to $117,366.60 per year.
