Title: Manager of Operations, Caribbean and Anglophone Africa

Job Summary
Reporting to the Director, Caribbean and Anglophone Africa, the Manager of Operations, Caribbean and Anglophone Africa, ensures the effective and efficient management of one or several international programs. This comprises a wide range of responsibilities related to program, financial, team and stakeholder management.

As a member of the CICan’s management team, they are expected to contribute to strategic planning, priority-setting and policy discussions as well as to the development and achievement of CICan goals and objectives. The Manager of Operations, Caribbean and Anglophone Africa is accountable for fulfilling performance objectives based on agreed-upon annual work plans with identified objectives and results.


The Manager of Operations manages programs as assigned by the Director. Currently, this position manages the Kenya Blue Economy Skills Training (KBEST) program and the Empowerment through Skills Program (ESP) in Tanzania, both seven-year programs funded by Global Affairs Canada. The programs are implemented by CICan offices in Kenya and Tanzania, respectively, with support from teams based in headquarters.

Occasional travel to Kenya and Tanzania is required.

Responsibilities
Working under the direction of the Director, Caribbean and Anglophone Africa, the Manager of Operations, Caribbean and Anglophone Africa will have the following specific responsibilities:

  • Provide oversight for all program activities,
  • Ensure all elements of staff management across the programs including staffing plans, recruitment, performance management and retainment,
  • Directly manage program staff in Canada and the Senior Technical Advisors based in Kenya and Tanzania,
  • Serve as primary point of contact with key stakeholders, including CICan members, institutional and government partners, and program donors,
  • Manage project budget in collaboration with Ottawa-based Senior Program Officers and field-based Finance Officers,
  • Ensure careful budget monitoring, including multi-year budget and revenue projections,
  • Review and ensure timely submission of quality annual work plans, budget and reports with input from the team,
  • Ensure effective coordination of all field activities and field staff through the Senior Technical Advisors based in Kenya and Tanzania,
  • Ensure program monitoring, evaluation and learning strategies are effectively implemented,
  • Ensure program communications strategies are effectively implemented,
  • Ensure that program implementation follows relevant CICan, donor, and national policies,
  • Promote and market the role and expertise of the membership and of CICan and the opportunities for member participation in various phases of programs,
  • Lead and engage in new business development.


Minimum Requirements

  • Graduate from a post-secondary institution;
  • Minimum ten years of relevant experience in international, donor-funded program management, including developing and implementing workplans and budgets. Experience with large, complex international programs a definite asset;
  • Minimum ten years of experience in budget and financial management, with particular strengths in the management of multi-year budget and revenue projections;
  • Minimum ten years of in program narrative and financial reporting for donors;
  • Significant experience in staff supervision, and strong ability to support effective teams;
  • Minimum five years’ experience in international institutional capacity development programs and partnerships;
  • Significant experience in results-based management, including understanding of logic models and performance management frameworks;
  • Significant new business development skills such as proposal writing, knowledge of the donor landscape, responding to competitive calls for proposals;
  • Significant international work experience;
  • Experience in supporting international programs, preferably in education/TVET, in Kenya and/or Tanzania a definite asset;
  • Significant experience in managing and/or supporting a field office, preferably in Africa;
  • Excellent knowledge of and background with the Canadian college/institute system including the capability and strategic goals of colleges/institutes;
  • Excellent verbal communications and presentation skills;
  • Excellent interpersonal skills and experience in interacting with representatives from government, educational institutions and other stakeholders;
  • Excellent writing and analytical abilities;
  • Superior planning and organizational skills;
  • Excellent knowledge and proven skills with MS office (Word, Excel, Powerpoint), SharePoint and Monitoring and Evaluation databases.
