POSITION DESCRIPTION:
Provide guidance to the Senior Leadership Team on Human Resource issues. Develop and implement Human Resources strategy, policies and practices that are aligned with the Service strategy and objectives.
Oversee payroll, benefit and pension, disability management and employee & family assistance programs effectively meet the needs of the Service. Oversee, and assist where necessary, the recruitment and selection processes for all civilian and sworn human resource requirements. Oversee, and assist where necessary, the administration of WSIB, sick leave and attendance awareness, return-to-work/modified work programs, performance management, labour relations, and compensation programs.
Skills/Education/Experience Required:
- University degree in related field or equivalent; and a Human Resources CHRP/CHRL designation required.
- Minimum 5 years’ experience demonstrated managerial experience in a diverse human resources portfolio, providing advice to staff at all levels of the organization on human resource matters.
- Experience in a unionized environment is required with excellent understanding of the theories, principles and techniques of collective agreement administration / interpretation and collective bargaining, preferably within a public sector organization.
- Advance practical and theoretical understanding of practices and principles of effective Human Resources Management.
- Thorough working knowledge of contemporary Human Resources practices and Human Resources Legislation, i.e. Pay Equity, Employment Standards, Human Rights, Workplace Safety & Insurance Act, OMERS, Occupational Health and Safety Act, and other related legislation.
- Demonstrated expertise and experience with return-to-work, modified work, attendance, and accommodation programs.
- Sound understanding of and experience with budgeting concepts and processes. Ability to work independently and collaboratively.
- Very strong decision making and problem-solving skills.
- Demonstrated excellent written and oral communication skills.
- Strong interpersonal, organizational and time management skills.
- Ability to work in a fast-paced environment involving sensitive/confidential information and multiple demands.
- Demonstrated proficiency on computer software including; MS Word, Excel, PowerPoint, Outlook, Adobe Acrobat, Human Resources employee information systems, and budgeting/financial systems.
STARTING SALARY: $122,558.00 (2023 Rate)
