Reporting to the Director of Public Spaces Delivery, as the Manager of Urban and Community Systems, you will be accountable for and oversee the strategic direction and operational management of the Division in alignment with the Corporate Strategy and Department goals. As a strategic decision-maker, you will possess political acumen and have experience in leading transformational change and enabling innovation.
As a member of the Public Spaces delivery Management Team, you will be expected to foster an inclusive leadership approach that promotes equity, diversity and inclusion, as well as psychological and physical safety. Primary duties include:
- Manage all activities of the Urban and Community Systems division, including but not limited to:
- Master planning, detailed design, cost estimating, partner relations and construction project management of new capital projects within the urban area such as downtown revitalization improvements, public realm destinations, special redevelopment areas like Main Streets, localized transportation and public realm improvements, local area improvements including noise walls, and specialized network improvements such as bicycle and pedestrian facilities.
- Integration and delivery of multidisciplinary projects. Projects in this Division will often consist of delivery of a collection of projects spanning multiple City services, requiring collaboration across departments and specialty areas.
- Management and oversight of both internal and external design resources, and internal and external construction contractors.
- Development of short- and long-range capital plans for the related scope of work.
- Liaise with and report to internal and external interested parties, including but not limited to business associations, community associations, industry associations, committees and commissions, and City Council.
- Develop a culture of innovation and excellence in project delivery and technical excellence, in part through mentoring and inspiring staff, implementing high standards of management for scope, procurement and project controls, and leading internal and external engagement and collaboration.
- Lead and develop an inclusive and diverse team, including experts in the fields of engineering, urban planning, and landscape architecture.
Engineering Specific Duties (If applicable):
- Provide responsible member duties within the corporation, including overseeing research, creating and maintaining guidelines, standards and policies that govern design and construction matters, and supporting legal proceedings.
Engineer:
- A degree in Civil Engineering with at least 8 years of relevant professional engineering experience obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work. Non-Engineer:
- A degree in Architecture or a related field, with at least 10 years of directly related experience.
All Applicants:
- At least 6 years of experience leading and supervising a team.
- A Master's degree in a related technical field or in business administration (MBA) will be an asset.
- Experience and success in creating and executing a strategic vision and direction for a complex organization or division, ideally in a service-based environment is preferred.
- Public sector experience, particularly municipal government experience in a large, multi-union environment, is a preferred asset.
