The Opportunity
Join our dynamic Public Works team at the City of St. John’s as we seek a dedicated and skilled Operations Supervisor for our Fleet Services Division. As Operations Supervisor, you'll play a pivotal role in overseeing daily operations of the City’s Fleet Services Division. This is a full-time permanent position, reporting to the Manager, Fleet Services.
Accountabilities
- Assist the Manager, Fleet Services in the day-to-day operations of the Division, including responding professionally to City staff and Council members through written, electronic, or verbal means.
- Supervise a team of forepersons and unionized staff.
- Coordinate on a daily basis with Public Works’ operational divisions to ensure equipment needs are being met.
- Oversee fleet maintenance resources, activities, and priorities to ensure the operation proceeds in an efficient and productive manner.
- Coordinate with external service vendors to ensure services are completed in a timely manner, and in conjunction with the City’s priorities.
- Reviewing and approving service invoices, and disputing any unwarranted charges with the vendor.
- Assist the Fleet Manager with the creation or management of tenders and contracts for the division, including acquisition of new City vehicles and various service contracts.
- Monitor and evaluate forecasted weather conditions, in consultation with other City staff, and deploy adequate resources to address weather events.
- Ensure staff are adhering to established work practices, policies and procedures and are up to date on required training.
- Investigate policy and procedure violations, attendance issues and impose disciplinary measures when necessary.
- Work a flexible and demanding schedule on an as-required basis, often after hours, to respond to the needs of the operation.
- Represent the division on a variety of committees and working groups both independently and on behalf of the Manager, as required.
- Become familiar with and implement applicable Collective Agreements and attempt to resolve conflicts and grievances when matters arise.
- Recommend, implement, and update Safe Work Practices and Standard Operating Procedures as required. Ensure these are communicated and monitored on a timely basis.
- Provide administrative or technical field assistance or knowledge to Forepersons.
- Monitor work orders and preventative maintenance schedules.
- Assist with time management reviews, utilizing work productivity and employee attendance records.
- Utilize Microsoft Office programs, and various other internal software.
- Create requisitions for goods and services, verify expenses and process invoices for payment, in accordance with the Public Procurement Act.
- Provide recommendations, proposals, analysis and reports as requested.
- Other duties as may be required.

Qualifications
Applicants for this position must be high school graduates with successful completion of a diploma in engineering technology, currently with, or eligible to obtain a Certified Engineering Technologist designation, or a post-secondary degree of a technical/mechanical nature.
Ideal candidates would have ten or more years experience in fleet maintenance or public works operations, along with five or more years of supervisory experience in a unionized environment. Experience with the Microsoft Office suite and with developing and analyzing Excel preadsheets is required. Experience with tendering and contracts and working within the Public Procurement Act is an asset.
Applicants should be capable of obtaining, or currently have a Class 3 driver’s licence with air brake endorsement.
Any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
Hours of Work
Monday - Friday 8am-4pm
This position is on Grade 6 of the Managment Pay Scale with a range of $108,065 - $139,439 per annum.
