About Inclusion Parksville:

Inclusion Parksville Society (IPS) is an accredited not-for-profit, registered charity. IPS provides services to individuals with developmental disabilities (Diverse Abilities) in the Oceanside community (Nanoose to Bowser).

Experience and Education:

· Must have experience supervising ten (10) or more employees.

· Preferably have a university degree or community college certification/diploma or equivalent combination of education and experience, in Human Resources, Social Services, or related field.

· Demonstrated skills working with persons with disabilities.

· The desire to work with persons with disabilities and demonstrated personal suitability to promote dignity, independence, individuality, and spirit.

· Demonstrated supervisory, team building, organizational, leadership, communication, and interpersonal skills.

· Ability and willingness to align one’s own behaviour with the needs, priorities, and goals of the organization.

· Ability and willingness to promote organizational goals to meet organizational needs.

· Excellent written and verbal skills.

· A high standard of professionalism.

Conditions of Employment:

  • COVID-19 vaccinations as mandated by Public Health Order, must show proof prior to setting up an interview.
  • Valid Class 5 Driver’s License, at minimum
  • Community Care or Level One First Aid, through St John’s Ambulance.
  • Criminal Record Check, conducted by Ministry of Justice, prior to commencement of employment and every five (5) years thereafter, providing clearance to work with vulnerable persons.
  • A vehicle with business insurance (business insurance must be obtained by employees who as a requirement of their employment utilize their personal vehicle for transporting persons served or doing business on a regular basis for IPS).
  • Incumbent is responsible for ongoing conditions of employment as deemed necessary for job requirements (i.e., first aid, driver’s license, Criminal Record Check).
  • TB Test with negative results

Job Summary:

The Programs Manager is responsible for the development, coordination, and monitoring of program services in accordance with the philosophies, policies, and procedures of Inclusion Parksville Society and relevant Legislation and Regulations(i.e. Community Living British Columbia, the Commission on Accreditation and Rehabilitation Facilities (CARF), and the Strategic Plan.

The Programs Manager is responsible for all supervisory and personnel related matters for Inclusion Parksville Society’s program services. The Program Manager performs all duties in a safe, efficient, and respectful manner in order to promote choice, independence, and integration for the individuals being served. The Program Manager assists with CARF-related preparations and activities when required.

Job Responsibilities:

1. Advising/Mentoring/Leadership:

  • Manages, advises, mentors, and directs all Community Support Workers (CSWs), Vocational Counsellors, Program Coordinators (PC1s) or other JJEP employees in assigned programs.
  • Exhibits effective leadership and promotes teamwork.
  • Is effective and supportive in the areas of:

o Personnel (i.e. schedules, routines, performance) to include Human Resources and a Collective Agreement;

o Knowledge of and adherence to Inclusion Parksville Society personnel policies and procedures;

o Equipment, property, vehicles, stores, and supplies;

o Individual planning, external standards, and fulfilling the mandate of Inclusion Parksville Society’s contracts;

o Recordkeeping and internal financial management systems; and

o Reporting mechanisms (government ministries, affiliated agencies and professionals, persons served, families/caregivers, etc.).

2. Personnel (Human Resources):

  • In conjunction with the Chief Executive Officer or designate, assists with the hiring of Community Support Workers for all Inclusion Parksville Society programs.
  • Reviews all information and participates as appropriate regarding the selection of employees, promotion, extension of probation periods, corrective action procedures, and reviewing action independently or with the CEO (or designate), if necessary.
  • Partakes in the program orientation process.
  • Ensures all performance evaluations relevant to the position are conducted on an annual basis, including evaluations of casual employees, and as per the probationary period for new employees.
  • Assists CSWs/PC1s/VCs with employee conflicts per the Code of Ethics, policy and procedure, and the current Collective Agreement, and CARF standards.

3. Program Development:

  • May be involved in or assist with the development, coordination, and implementation of new programs and projects.

4. Program Administration:

  • Ensures smooth, efficient administration of the programs under their charge, including completion of all required reporting and duties.
  • Operates and maintains the programs under their charge in accordance with allocated budgets and agency financial policies and procedures.
  • Ensures timely, accurate reporting of program-related data into SharePoint.
  • Reviews accuracy of programs’ scheduling/payroll-related data in Everest (Inclusion).
  • Reviews accuracy of staff member timesheets, related to data in Everest (Inclusion) and/or IPS’s data collection.

5. Occupational Health and Safety:

  • Is conversant with all regulations governing the delivery of services, and ensures these regulations are met (i.e., Collective Agreement, Residential Care Regulations, etc.) and all required reporting is completed.
  • Is a member of the Occupation Health and Safety committee.
  • Deals with emergency situations as required, and ensures emergency procedures are known and practiced by employees and persons served.

6. General:

  • Participates in various agency and community projects and committees as assigned or required.
  • Shares on-call duties.
  • Performs all other related duties as required.
  • Oversees or participates in events hosted by Inclusion Parksville Society and/or events that Inclusion Parksville Society participates in.

7. Financial Management:

  • Monitors the budgets of all programs and provides regular updates to the Administration Manager and/or Chief Executive Officer.
  • Completes or adheres to payroll records, as required.
  • Responsible for reviewing proper financial record keeping and accounting for program funds (i.e. petty cash, staff credit cards, recreation funds, etc.)

8. Technical Proficiency:

  • Excellent computer and technical skills; is proficient in, and stays current with, the technologies employed in programs and business operations – including, but not limited to: Microsoft Word, Excel, PowerPoint, Outlook, Microsoft 365 (SharePoint, OneDrive, etc.) computers/laptops, copier/scanner/fax machines, etc.
