JOB SUMMARY
The PWH Projects Manager collaborates closely with the Director of Public Works & Housing, the Public Works team, and the Housing Team to ensure PWH projects proceed according to pre-set objectives. The position manages a portfolio of projects and ensures their compliance with the BC Building Code, Indigenous Services Canada (ISC) Level of Service Standards, and ISC Design Standards.
This position is also to be expected to be “on-call” outside of regular working hours to address project emergencies.
SUPPORTS NEEDED
- Develops project charters including scope, schedule, budget, risk, and quality criteria
- Develops, facilitates, and maintains strong working relationships with Project Teams including internal staff, contractors, consultants, Band Members and Band Council
- Provides project leadership to a team of project stakeholders including architects, engineers, consultants, and contractors
- Recommend project feasibility to the PWH Director
- Keeps PWH Director and OKIB Administration apprised of project status, financial impacts, and issues of concern, and provides recommendations and solutions to management and executive for consideration
- Ensures that all regulatory and Band permitting requirements are met, and that all appropriate permits are in place
- Holds regular project team meetings and conducts frequent site inspections throughout the project
- Creates and implements project communication plans
- Responds to requests for information and facilitates the resolution of issues that could hinder the achievement of project objectives
- Provides technical advice to Project Teams, and feedback to PWH Director regarding costing, project and contracting processes, and project performance monitoring
- Prepares RFPs as required for the procurement of consultants and contractors to enable project delivery
- Acts as contract administrator and owner’s representative ensuring value for money is obtained throughout the project
- Administers, reviews, and approves progress payments, authorizing project expenditures and contract adjustments when necessary subject to Financial Administration bylaw
- Develops the project budget and forecasts costs throughout the project lifecycle. Manages the project in accordance with the budget and cash flow plan
- Acts as lead for contract performance evaluation based on the terms of the contract
- Develops non-conformance documents and ensures corrective actions are undertaken
- Creates project timetable to enable the effective delivery of the projects
- Ensures that all projects comply with the project charter, program objectives, guidelines and administrative requirements and takes corrective action is taken, as necessary
- Ensures that appropriate risk mitigation measures are in place
- Researches, develops, initiates, and refines procedures to increase the efficiency and effectiveness of the projects and ensure project management excellence
- Maintains a good knowledge of current industry practice and building code and regulatory requirements, stays current with construction costs, project management techniques and construction law
- Provides mentorship, advice, and technical leadership support to PWH Teams regarding their day-to-day work
- Represents OKIB interests on various external industry projects and committees
- Attends technical forums and seminars to maintain a good knowledge of current industry practice
- Develops, implements, and manages a housing maintenance program with the Housing Officer
ADMINISTRATIVE SUPPORT
- Practices workplace safety
- Attends or makes presentations at meetings, Band Council Meetings, Community Meetings, and project sponsor meetings
- Prepares briefing notes, summary reports, and presentations as required
- Reviews and assesses various documents, reports, and verbal information regarding the performance of inspectors, architects, other consultants, and general contractors
- Performs all duties and responsibilities in accordance with the OKIB policies and procedures
- All persons employed by the Okanagan Indian Band may be required to assist the Band in providing emergency services. Duties assigned during an emergency may differ from regular duties
- Perform other duties as required including attending community events
WHO ARE WE LOOKING FOR

Education
- Diploma in related field
- Certification in Project Management preferred
- Valid BC Driver’s license, Class 5, and reliable vehicle
- Criminal Record Check that includes the vulnerable sector
- An equivalent combination of education and experience may be considered
Experience
- 5+ years experience in project management, contract administration, or managing Public Works and Housing projects
- Technical expertise in the following areas: contract administration, building science, building systems, water systems, sustainability practices, asset management, and hazardous materials abatement
- Experience working with First Nations communities
- The equivalent combination or education, training and experience may be considered

Salary: $30.00-$45.00 per hour
