The Port Hope Area Initiative (PHAI) is a “mega project” to clean-up low-level radioactive wastes situated in the Municipality of Port Hope and the Municipality of Clarington. The project involves remediating several contaminated sites to established clean-up criteria and consolidating the wastes in a new engineered mound (one in each community). The remediation and construction aspects of the project are subject to Canadian Nuclear Safety Commission (CNSC) licenses and environmental approvals. The PHAI has a very high public profile and is a top priority for the Government of Canada and the Port Hope area communities.

The project is sponsored by Natural Resources Canada (NRCan) and led by Canadian Nuclear Laboratories (CNL). The Government of Canada, via CNL provides oversight for the execution of the project mandate.

The Radiation Protection Supervisor (RPS) is accountable to the HWP MO Manager, Radiation Protection, ensuring facilities, resources and support groups are operated and maintained in a manner that ensures compliance to CNL’s procedures and regulatory guidelines.

The RPS will reinforce management’s expectations for safe work practices, consequences for not following safe work practices and address performance and time management issues at the job sites.

The Radiation Protection Supervisor is responsible for leading and supervising the Radiation Surveyors, and Contamination Monitors under their charge. The RP Supervisor is tasked with the development, deployment and field oversight for assigned employees. Additionally, they are responsible for coordinating interfaces between operational facilities and project groups, Health Physicists and other supervisors. The RPS may be required to perform Group 1 RP technician duties and shall maintain his/her Group 1 RP qualification.

What will you be doing!

  • Effectively manages the utilization of RP Staff to achieve RP project requirements and milestones.
  • Ensuring correct RP instruments and techniques are being used to support their area and meet the requirements of the Radiation Protection Programs.
  • Providing advice on RP resource utilization and the latest technological developments in the Radiation Protection field.
  • Accountable for forecasting staffing needs. Includes recruitment, interviewing, hiring, initial and ongoing training.
  • Responsible for continuing observation and coaching, performance management, appraisals and evaluations.
  • Ability to optimize employee talent and capability and draw out the best out of others and challenge and develop skills that support the business and increase employee value/contribution to the organization.
  • Responsible for personnel time management, staffing allocation and arranging overtime resources as required based on operational needs.
  • Requesting and correlating information required for reports including compilation and processing through VSDS/ATOM (i.e., compliance surveys, routine duties and RP Logs).
  • The RP Supervisor monitors, directs and evaluates the performance of RP personnel to ensure work is performed to the specific standards of the Radiation Protection Program and to the level descriptor expectations of the collective bargaining unit, if relevant.
  • The RP Supervisor solicits, evaluates and uses advice, as appropriate, on technical matters from staff and from technical and safety support groups and provides technical report documentation

What we are looking for:

  • A Grade 12 graduate with a good understanding of (results in) Math, Science and English.
  • Group 1 Radiation Surveyor/Technician with an expected experience of at least five years advanced RP Surveyor/Technician Experience, preferably at CNL and a good grasp on the application of Radiation Protection principles, measurements, and contamination control at CNL run sites. Alternative high-level experience at another nuclear facility may be acceptable however a minimum of 3 years (36 months) working at CNL facility in an RP capacity is required. Examples of alternative high-level training may include OPG or Bruce Power Green badge experience.
  • Effective verbal and written communication skills to persuade, influence or coach/mentor various audiences (e.g., Project Management, community stakeholders, CNL subcontractor leads and labourers).
  • Progressing thinking and ability to find solutions to novel problems in a tightly regulated environment.
  • Knowledge of scientific and mathematical principles, and standard Radiation Protection techniques is required.
  • Must possess a high sense of individual responsibility and be self-motivated.
  • The ability to use software such as Excel and Word are required for documentation and analysis of Radiation Protection results.
  • Well-developed leadership and communication skills including the ability to develop a collaborative, team-oriented work environment.
  • Demonstrate ability to perform under stress when confronted with emergency, unusual or hazardous conditions and to lead others in such conditions.
  • Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.

CNL’s Historic Waste Program Management Office is in the beautiful and historic community of Port Hope , Ontario. Roughly 100 km East of Toronto, still close enough to the “Big City” without all the hassle of being in the “Big City”. As a leader in environmental remediation at nuclear and radiologically contaminated sites, CNL is implementing the Port Hope Area Initiative on behalf of Atomic Energy of Canada Limited. The cleanup of historic Low-Level Radioactive Waste by CNL in the communities of Port Hope and Port Granby in Ontario is a demonstration of Canada’s commitment to the safe, long-term storage and management of nuclear waste.
