Recruitment Services Specialist

The BC Public School Employers’ Association is seeking an experienced recruitment specialist to support recruitment and retention for rural and remote school districts. The position will consist of an initial eighteen (18) month term starting on or about May 1, 2024, with the possibility of being extended or made permanent.

As part of the BCPSEA team and reporting to the Senior Manager, Recruitment Services, the Recruitment Services Specialist will provide advice and support in recruitment and retention to a client group of rural and remote school districts.

Responsibilities for the position will include:

Providing advisory services

  • Build relationships with rural and remote school districts’ human resources departments and senior leadership, consulting on workforce challenges and on local recruitment and retention practices and capacity
  • Provide advice and support in recruitment and retention to rural and remote school districts

Promoting best practices in recruitment and retention

  • Working together with the Senior Manager, Recruitment Services, identify sector best practices in recruitment and retention as well as opportunities for improvement
  • Develop tools and resources to promote and enable best practices in recruitment and retention at the school district level

Implementing recruitment and retention strategies

  • Consult with school districts and stakeholder groups regarding current high-level workforce challenges, e.g. positions, locations, and candidate profiles (IBPOC)
  • Through research and analysis, contribute to the development of local-, regional- and provincial-level recruitment and retention strategies to address workforce challenges
  • Develop tools and resources to implement strategies at the school district level

Supporting partnerships

  • Contribute to developing strategic partnerships with organizations servicing rural and remote communities:
    • with connections to potential candidates (e.g. colleges and universities)
    • with the potential to support candidates and new employees (e.g. accreditation, housing, immigration, upskilling)
    • with aligned objectives (e.g. Provincial and Federal Grant opportunities, HealthMatch and other public sector job boards)
  • Support initiatives flowing from strategic partnerships

Supporting events and outreach

  • Support in-person and virtual events and outreach initiatives, including career fairs, and candidate information sessions


Education and experience

Candidates must possess a university degree or equivalent in human resources, labour relations, or a related field and at least five (5) years of progressively responsible experience advising on or delivering Recruitment Services in a unionized setting.

Candidates must have excellent competency in best practices in recruitment and retention and have excellent interpersonal skills, including the ability to communicate effectively and develop and foster robust working partnerships and the ability to advise and collaborate in a team-based setting.

Candidates must have strong technical writing skills with experience in conducting research and analysis and in developing tools and resources.

Experience in the K-12 public education sector and/or public sector is an asset, as is experience providing Recruitment Services for rural and remote areas.


Competitive Compensation and Benefits

The expected starting salary range for this position is $90,076 to $98,024. We offer a competitive benefits package, including extended health, dental and a $2,000 annual Health and Wellness allowance, as well as pension with the Municipal Pension Plan.


Hybrid Structure

BCPSEA offers a hybrid work arrangement, which provides all employees with the option for remote work for the majority of the work week.

Due to the nature of this role, BCPSEA will also consider fully remote arrangements for qualified candidates based out of rural and remote areas of BC – though there will still be occasions when business travel and in-person work is required. BCPSEA will also consider current employees of school districts for secondment-type arrangements.
