How you will contribute as part of the TRCA team:

The Specialist, Learning & Development, is responsible for the design, development and delivery of a broad range of learning and development programs to support organizational strategies.

Major Responsibilities:

  • Conducts needs assessments and develops and delivers programming and training for all TRCA learning and development programs, including but not limited to leadership development, competency development, succession planning, performance management, soft-skills management, technical training, professional development, career pathing, mentorship programs, etc.
  • Recommends and designs suitable sustainable learning solutions incorporating adult learning principles and adhering to industry standards.
  • Collaborates with stakeholders and subject matters experts in the development of programming to ensure accuracy and completeness.
  • Develops learning assessment tools, tests, job aids, program material, instructor guides, lessons plan, etc.
  • Sources external learning and development solutions and vendors, ensuring curriculum fits TRCA needs and budget.
  • Oversees the work of consultants or contractors ensuring adherence to project scope, timelines, budget, and requirements; evaluating performance to ensure adherence to project schedule, budget, scope, and contract terms.
  • Manages and maintains learning and development and professional development content through TRCA’s Learning Management System (LMS) via the HRIS (Dayforce).

What will you need to succeed:

Education (degree/diploma/certifications)

  • Post-secondary diploma or degree in Learning and Development, Human Resources, Business Administration, Education or related discipline
  • Valid Ontario Class G2 driver's license

Experience

  • 4+ years of experience in Learning and Development or Human Resources developing and designing adult learning and development programs.
  • Experience with Learning Management System (LMS) including eLearning development and design software, and eLearning tools.
  • Successful track record in the implementation and maintenance of programs such as mentorship, succession planning, skills development, professional development, performance management.
  • Experience facilitating training to employees and management staff.
  • Experience in interactive design and visual design to develop quality learning and development content and materials.

Knowledge/Skill/Ability - Competencies

  • Knowledge of principles and practices of adult learning theories, and training within a workplace environment.
  • Ability to communicate technical information to a non-technical audience.
  • Able to self-manage workload and prioritize tasks as an ongoing challenge in a frequently fluctuating workload and multiple deadlines.
  • Excellent written and verbal communication and presentation skills to communicate to various audiences.
  • Proficiency in MS Office suite including online software such as MS teams, WebEx, SharePoint, coupled with learning management system and content design software.
  • Knowledge of the Accessibility for Ontarians with Disabilities Act.
