Person who analyzes the needs, conceives and applies professional techniques in the field of administrative methods and systems, in order to improve service delivery.
SPECIFIC FUNCTIONS
· Follow-up on contracts and NSS (signature and financial follow-up);
· Act as RARC (training available);
· Validate budgets and monitor budget and contract forecasts for subsequent years;
· Maintain a contract register and follow up on renewals;
· Enter and monitor commitments in the financial system;
· Monitor ongoing contracts;
· Control and monitor the contract award process;
· Assist directors and managers for analysis purposes;
· Participate in department meetings;
· Prepare tender documents, contracts, resolutions, addendum, NSS, etc. for the various departments;
· Applies Treasury Board and AMP rules and directives;
· Collaborate and communicate with managers and management. Provide basic single-action training (individual and group) as required;
· Creates, revises and follows up on contractual and administrative documents and also keeps processes, instruction documents, one-pagers, etc. up to date;
· Ensures quality assurance and continuous improvement by reviewing processes and implementing performance indicators;
· Responds to requests for information within its area of responsibility.
REQUIREMENTS
Education:
· Must have a bachelor's degree in administrative sciences, humanities, social sciences or other appropriate academic discipline.
Experience:
· Three (3) years of relevant administrative experience.
Knowledge and skills:
· Good knowledge of the Ministry's legislation, regulations, network and programs, and of current trends in the MSSS;
· Good knowledge of Treasury Board and AMP legislation and regulations;
· Knowledge of Cree culture, language and health and social issues in Eeyou Istchee is an asset;
· Ability to work collaboratively with all colleagues;
· Excellent interpersonal, leadership, initiative and teamwork skills;
· Excellent written communication and presentation skills;
· Excellent critical thinking, synthesis, planning and decision-making skills;
· Good computer skills with Virtuo, Word, Excel, PDF and PowerPoint;
· Knowledge of administrative purchase order process.
LANGUAGE
· Fluent in French and English;
· Fluency in Cree (asset).
