Purpose of your Position - Non Union
The Airport Environment Manager, under the direction of the Senior Manager, Operations & Sustainability, is primarily responsible for the management and oversight of YLW’s environment portfolio, including certification, inspection and audit programs. Engage with federal, provincial, and municipal regulatory bodies as required.
The position is responsible for the implementation and oversight of the Environment Management System, a comprehensive system consisting of a number of programs consisting of: 1) Surface Water; 2) Contaminated Sites; 3) Petroleum Storage Tanks; 4) Environmental Emergency Response and Preparedness; 5) GHG and Climate Change: 6) Potable and Industrial Water Use; 7) Hazardous and Regulated Materials; 8) Habitat and Biodiversity; 9) Environment and the Community; 10) Construction and Development; and 11) Waste. Additional programs may be identified and added to the list.

1.Plan, Assess, Organize, Direct, Control and Evaluate All Environmental Services Program and Systems:
  • Oversee airport EMS compliance and performance through regular inspections, audits, evaluations & investigations and oversee corrective action plans.
  • Report to regulatory bodies as required: Transport Canada – Environment; Environment and Climate Change Canada (ECCC); Canadian Wildlife Services (CWS), Fisheries and Oceans Canada, Ministry of Environment and Climate Change Strategy (BC) etc.
  • Conduct and oversee impact assessments to identify, assess and reduce YLW’s environmental risks and financial costs.
  • Develop and implement environmental management systems to continuously improve the impact of the organization on the environment.


2. Lead YLW Staff and Campus Partners on Environmental Initiatives and Best Practices:
  • Manage the development and implementation of YLW’s strategy of Carbon Neutrality and Carbon Net Zero
  • Lead the Airport Carbon Accreditation process.
  • Manage the Glycol Mitigation Program, as a partnership with the airline led Glycol Consortium and make recommendations on policy and make decisions on infrastructure or operational strategies.
  • Assess, analyze and collate environment performance data and report information to internal and external stakeholders and regulatory bodies.

3. Manage Relationships with Community:
  • Identify and liaise with campus partners to reduce or alleviate environmental issues and best practice opportunities.
  • Lead community outreach initiatives on matters that may impact neighbouring residents and communities in areas such as noise management and carbon reduction strategies.
  • Engage and consult with local First Nations on matters of environmental impact.
  • Manage the responses on community feedback and conduct trend analyses for the purposes of identifying areas of concerns and possible mitigation strategies.

4.Review Lease and License Documents and Recommend Language for Inclusion in Support of Environmental Best Practices:
  • Manage and provide oversite of day-to-day processes to ensure regulatory compliance.
  • Assess situations for potential risk to the environment and conduct or oversee investigations, provide follow up on mitigation strategies.
  • Audit staff reports for accuracy, regulatory compliance and ensure appropriate corrective action has occurred
  • Collaborate and provide direction to Campus Partners (air carriers, ground handlers, refuellers, tenants and other lease holders) on matters of regulatory and airport requirements as well as environmental best practices

5. Manage Budget:
  • Revenue budget: 25 M Contributory
  • Operating budget: Responsibility: 50K Primary; 8.7M Contributory
  • Capital budget: Responsibility: 50K Primary; 29.4 Contributory
  • Who has final spending authority: Airport Chief Executive Officer

6. Manage Human Resources and Consultants:
  • Assess quality of work, assign and verify completion of tasks, train, motivate employees at regular meetings, during emergency situations and after normal business hours.

Credentials - Union

Knowledge - Non Union
A relevant post-secondary degree or a combination of post-secondary education and training in one of the following areas: Environmental Management and Aviation Studies, Airport Management. A minimum of three (3) years recent, related experience working in a similar complex, highly regulated environment and preferably two (2) years relevant airport experience. Preference may be given to applicants with Accredited Airport Executive (AAE), Environmental Professional (EP), Registered Professional Biologist (RP Bio), or similar designation(s) in Airport Operations and/or Environmental Management. Auditing experience would be an asset.
Working knowledge of Federal and Provincial environmental regulations and guidelines (Species at Risk, Glycol, Water Quality, Migratory Birds, etc.), and Carbon Reduction Strategies to meet regulated requirements and YLW goals.
