Job Summary

As a respected leader, theDirector of Operationswill be responsible for providing regional leadership in support of the ministry's strategic priorities including service transformation and practice change. This position reports to the Executive Directorand provides oversight of services within the Central Interior East Kootenay Service Delivery Area. There is one permanent full-time position which can be located in either Salmon Arm or Revelstoke and an 8 month temporary assignment (with the potential to become permanent) that can be located in Merritt, Lillooet, Ashcroft or Clearwater. These Director of Operations positions are currently responsible for managing the day-to-day delivery of services including Child Welfare, Guardianship, Adoption and Administrative Services. . However, Director positions are responsible for a continuum of integrated services to children and families. These services could include child and family development services, child protection, mental health, adoptions, early childhood development, youth justice, administrative services and services to children in care.
The position has the responsibility to plan, develop, manage, coordinate and evaluate the delivery of this broad range of services and is directly accountable for the quality of services and for setting and monitoring standards of practice. The Director is responsible for ensuring the successful integration of service delivery and integrated case management plans for implementing the main mandate and vision of the ministry. You will have an understanding of work planning, project management and best practice, and comprehensive knowledge of the principles and theories in clinical practice (i.e. CYMH, child protection and family development). Your strong management foundation with responsibility for direct client delivery, preferably in a multi-disciplinary environment, and your ability to direct the work of staff is essential in the success of this role.
Job Requirements:
  • Bachelor's Degree in Social Work or Child and Youth Care, or Masters in Clinical Psychology, Educational Counselling Psychology, or Social Work or equivalent. An equivalent combination of education and experience may be considered;OR,
  • In-service Ministry of Children and Family Development employees who have a SPO 24-30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA).
    • NOTE:If this education was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services ( ICES ). You must provide a comprehensive report and the MCFD supplemental report by the closing date of this posting to be considered.
  • One (1) year or more of experience in a supervisory/management position.
  • Two (2) years or more of experience in program and service delivery planning and evaluation.

Preference may be given to candidates with any of the following:
  • Who have full delegation or immediately eligible for C6 delegation under the Child, Family and Community Service Act.
  • Experience leading teams of three (3) or more.
  • Four (4) months or more of recent (within the last 12 months) of excluded managerial experience.
  • Experience in the delivery of child protection, guardianship, or adoptionservices.
  • Experience working with Indigenous children, youth, families and/or communities.

About this Position:
The positions are excluded from union membership.
There are two (2) positions available:
  • The permanent position can be based in any of the following Ministry of Children and Family offices: Salmon Arm, Revelstoke.
  • The eight-month temporary opportunity can be based in any of the following Ministry of Children and Family offices: Merritt, Ashcroft, Lillooet, Clearwater.

A permanent appointment may result from this temporary appointment.
Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
An eligibility list may be established to fill future temporary and permanent vacancies.
Employees of the BC Public Service must be located in BC at the time of employment.
