Job Summary

The Ministry of Children and Family Development (MCFD) promotes and develops the capacity of families and communities to care for and protect vulnerable children and youth, and supports healthy child and family development to maximize the potential of every child in B.C. The Ministry is responsible for regional and province-wide delivery of services and programs that support positive and healthy outcomes for children, youth and their families.
The Director of Operations for the South Vancouver Island, Indigenous Services Branch oversees the planning, management, coordination, and evaluation of Child Safety with an APPF lens. The Director is accountable for service quality, setting and monitoring standards, and ensuring the successful integration of service delivery that is aligned with the Ministry's mandate and vision. The role requires a robust knowledge and understanding of Reconciliation and Jurisdiction, work planning, project management, best practices, and a comprehensive knowledge of clinical practice principles. Strong management skills, particularly in multidisciplinary environments, and the ability to direct staff are crucial for success in this role.
Job Requirements:
  • Bachelor's Degree or higher in Social Work or in Child & Youth Care OR Master's Degree in Educational Counselling Psychology/Master of Arts in Counselling Psychology.
    • NOTE:If your degree was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services( ICES ). You must request a comprehensive report and the MCFD supplemental report to be considered for this competition.
  • BC Public Service employee applicants who have a combination of relevant education, Ministry experience and who are eligible for delegation under the Child, Family and Community Services Act may be considered equivalent to the above requirements.
  • A minimum five (5) years of recent experience (within the last 10 years) in the delivery of the following. Preference may be given to applicants with 7 years or more:
    • Child safety services (including child protection, resources, and guardianship),
    • Mental health services to children and youth,
    • Services to children and youth with support needs, or
    • Adoption services.
  • A minimum two (2) years of recent experience (within the last 5 years) in a supervisory/management role.
  • Beeligible to receive full or partial delegation under the Child, Family and Community Service Act or qualify for full or partial delegation after 6 months of training (based on the education and related experience).

Preference may be given to applicants for the following:
  • With three (3) years or more of experience in a supervisory/management role.
  • Recent (within the last two years) Director of Operations acting experience.
  • Currently holds a position as Director of Operations or Director of Practice.
  • Recent (within the last two years) experience working with Indigenous communities.

About this Position:
One (1) position available in Victoria.
This position is excluded from union membership.
Flexible work options are available;this position may be able to work up to 2 days at home per week as per the Telework Agreement.
Employees of the BC Public Service must be located in BC at the time of employment.
An eligibility list may be established for future permanent and temporary vacancies for the South Island (from Victoria to Duncan).
The position will be providing services to Urban and Rural, on and off reserve, Indigenous families in the Greater Victoria, Saanich, Saanich Peninsula, Southern Gulf Islands, Sooke and Port Renfrew, where no delegated ICFSA holds jurisdiction.
