Job Summary

The Mines Health, Safety and Enforcement Division (MHSE) provides oversight of the mineral exploration and mining sector throughout the mining life cycle. The division includes the Office of the Chief Inspector; the Regulatory Management and Enforcement Branch, the Abandoned Mines Branch and the Mine Audits and Strategic Services Branch (MASS).
MASS provides cross-divisional leadership and delivery of the key mining-related continuous improvement program areas for the Ministry of Energy, Mines and Low Carbon Innovation (the Ministry): Mines Digital Services (MDS), mine audits program, and mines data management, business intelligence and reporting. MASS also provides leadership and support on corporate and other strategic initiatives for MHSE.
The Director is responsible for the Strategy and Advisory Services Branch (SAS Branch), which is the MHSE lead for strategic policy and research on issues related to compliance and enforcement and health and safety for the mining industry. The SAS Branch also provides mining-related strategic Advisory Services to the Ministry, which includes providing leadership to the Ministry while developing responses to audits from the Chief Auditor and tracking and reporting on progress of audit action plans. The team contributes to and influences continuous improvement initiatives for maintaining an effective regulatory program for mining in British Columbia.
The Director works closely with leadership across the Ministry and other government agencies, and Indigenous and external partners to design strategic initiatives that seek to understand and incorporate the needs and experiences of affected parties. The Director will focus on achieving Government objectives for continuous improvement of mining industry oversight while ensuring initiatives are aligned with Government's foundational principles, including meaningful and lasting reconciliation.
Job Requirements:
Education and Experience:
  • Bachelor's degree in a relevant discipline such as public administration, business administration, natural resource management, or a health and safety field.
  • A minimum of five (5) years of progressive related experience must include each of the following:

o Developing and advising on strategic plans, initiatives and/or policy.
o Providing direction and leadership on diverse projects and initiatives.
o Leading and supervising teams and employees including coaching and performance management.
  • An equivalent combination of education and experience may be considered.

Preference may be given to those with any of the following:
  • Graduate degree in a relevant discipline such as public administration, business administration, natural resource management, or a health and safety related field and a minimum of three (3) years of progressive related experience.
  • Demonstrated expertise and experience with performance audits.
  • Experience with the regulatory oversight of the mining industry including the Mines Act, Health Safety and Reclamation Code and other provincial legislation applicable to the mining industry in B.C.
  • Experience engaging with Indigenous groups regarding issues associated with the natural resource sector.
  • Experience developing responses to controversial, complex, or politically sensitive issues in government.
  • Collaborating with senior leaders in government.
