POSITION SUMMARY

We are seeking a dedicated and highly motivated individual to join our team as a By-law Enforcement Officer. As a By-law Enforcement Officer, you will play a crucial role in maintaining public safety and enforcing by-laws within our community. This is a challenging and rewarding career that requires strong communication skills, problem-solving abilities, and a commitment to public safety.

The By-law Enforcement Officer is responsible for responding to complaints, conducting investigations, enforcing compliance with Municipal By-laws, issuing offence notices under the Provincial Offences Act (e.g., parking tickets), educating the public, businesses, and other groups of the details related to municipal by-laws, maintaining and managing case files, preparing material for court, attending court as required, and liaising with various municipal and provincial agencies.

The By-law Enforcement Officer must interact with all contacts in a courteous and professional manner to provide a high standard of customer service and public relations. An education-first approach is mandatory, based on the municipal By-law Enforcement Policy.

The individual in this role must be detail-oriented and analytical, have an ability to multi-task and prioritize, and work collaboratively with other departments, to meet the strategic objectives of Council.

RESPONSIBILITIES

  • Investigate and resolve complaints with respect to municipal by-laws and Provincial legislation in accordance with policies and procedures.
  • Respond to animal control matters including animals at Large, licensing, Dog Owner’s Liability Act (DOLA), and coordinating with the Animal Control Officer.
  • Draft Notices, Orders, and other correspondence with respect to contraventions of municipal by-laws and Provincial legislation.
  • Keep detailed and accurate notes and files and collect evidence for legal proceedings.
  • Prepare documentation for legal proceedings, to serve summonses and provide evidence in court.
  • Draft, swear, and serve Information’s pursuant to the Provincial Offences Act.
  • Liaise with police, community members, and other public agencies in an effective and courteous manner regarding municipal by-laws, programs, policies, and procedures.
  • Respond to written inquiries about outstanding Orders and compliance with other municipal by-laws.
  • Keep informed of by-law enforcement related matters including legislation, regulations, practices, procedures, etc., by attending seminars, workshops, conferences, and courses as required.
  • Review and make recommendations with respect to the form and function of municipal by- laws and where directed, develop new municipal by-laws for consideration by Council.
  • Promote a high standard of customer service to the public.
  • Comply with all health and safety practices as it relates to the work, standard operating guidelines and the Occupational Health and Safety Act.
  • Performs other duties as required.

QUALIFICATIONS

  • Must have a minimum of 2 years law enforcement experience such as policing or municipal by-law enforcement.
  • Must have a working knowledge of the standard practices and procedures of the Ontario Court system, the Provincial Offences Act, the Municipal Act, and enforcement of Municipal By-laws.
  • Must have a clean vulnerable sector screening and criminal background check.
  • Must have a valid Class G driver’s license.
  • Must have a clean driving record.
  • Must have a personal vehicle. Mileage will be covered.

WORK CONDITIONS

This is a part-time position, up to 24 hours per week, that requires flexible working hours including some evenings and weekends. The work requires mental and visual concentration. Most of the time will be spent working outside, speaking with the public, investigating, and enforcing by-laws. There is some light physical exertion and office administration work. The working environment contains moderate risk involved with entry onto private property, dealing with frustrated or upset residents, properties in contravention to standards, and animal control. Travel is required within the municipality’s geographic boundaries and, as required, attendance at court.
