Job description

Base31 is Prince Edward County’s hottest new cultural destination, located on the site of a former 70-acre WWII air training base just outside of Picton, Ont. The site was purchased in 2021 by PEC Partners Inc. with an ambitious revitalization plan that has since seen the adaptive re-use of many of the heritage buildings, transformation of the landscape, and significant investment in placemaking, public art, programming, site activation and food & beverage programs. The site opened to concerts and events in the summer of 2022 and to date has featured events ranging from major concerts for venue capacities ranging from 175 - 2,500 people, large-scale immersive art experiences, drone shows, gallery and museum exhibitions, historic tours, interactive experiences, culinary experiences, kids camps and art classes. Base31 will continue to grow and develop over the coming years with an evolving fusion of creative placemaking, culinary arts, heritage, ecology, events, innovation and community. OVERVIEW:

Music and other programming are playing a key role activating multiple indoor and outdoor venues and attracting visitors to the site. The Head of Programming will contribute to programming plans and lead the execution of music and other programming. This individual will be entrepreneurial, have experience in producing large and small-scale concerts and events, understand of the technical side of event production and have a track record in building strong relationships with artists, collaborators and co- producers.


JOB SUMMARY

The vision and plans for music and other programming at Base31 are developed by a team of people with defined responsibilities ranging from oversight of front of house and food & beverage, to marketing & communications and site operations. Key members of the team include Producers who are responsible for developing the vision and contracting talent for the Parade Grounds, Drill Hall and Sergeants Mess Hall venues. Collectively the team is working to deliver exceptional experiences for artists and audiences while meeting ticket sales targets and building a sustainable programming business that advances the revitalization.


The Head of Program Development and Production is a new role that will contribute to the overall programming vision and lead the cultivation of new program areas such as the Pilots’ Lounge and Commissary Stage. Their major focus will be oversight of the production of self-produced, co-produced and 3rd-party events in Base31 venues including: Parade Grounds (5,000 capacity), The Drill Hall (1,400 capacity), Commissary Stage (300 capacity), Sergeants Mess Hall (175 seats), Lecture Hall (150 capacity) as well as occasional programming on the surrounding grounds and runways. The Head of Program
Development and Production position does not include responsibility for front-of-house, visitor services, public art, food & beverage or site operations.

This position will collaborate with contracted Producers and oversee a team including a Production Manager, House Technician, technical support staff and other contracted personnel. They will collaborate with other Base31 departments including Client Services, Site Operations, Marketing, Capital Projects, Placemaking & Visitor Experience and Finance.

This role is fast paced and entrepreneurial, very execution focused, requires deep attention to detail, and necessitates constant collaboration & coordination with both the internal team and external parties.


RESPONSIBILITIES:


Oversee Program Production
  • Lead the execution of music programming and 3rd-party events at Base31 indoor and outdoor venues.
  • Oversee the team responsible for technical aspects of event production at Base31 indoor and outdoor venues.
  • Develop and maintain operational systems and policies to ensure safe, secure and high-quality production in all venues.
  • Manage the budget for Program Development and Production, and assume responsibility for reviewing and analyzing results, as well as preparing reports.
  • Collaborate with Capital Projects, Site Operations, Client Services and Food & Beverage teams on facility maintenance, capital improvements, and operations.
Program Planning and Development
  • Lead efforts to collaborate on program initiatives for festivals and events.
  • Lead the development of new programming initiatives for the Commissary Stage and Pilots’ Lounge.
  • Assist Producers with creating amazing experiences for artists and audiences.
  • Work collaboratively with Client Services, Food & Beverage and Site Operations teams to plan and deliver exceptional 3rd-party events.
  • Help develop and maintain a master programming calendar.
Artist, Client and Co-Producer Relations
  • Build and support the development of strong relationships with artists, program partners and co-producers.
  • Design and oversee the delivery of hospitality services to artists.
  • Oversee contract administration with artists, productions partners and co-producers.
  • Model and build the organization’s capacity for leadership and public engagement in a manner that positions the company as a leader in the arts and entertainment industry.

Build and Maintain a High-Functioning Team


  • Recruit full-time, part-time and seasonal team members into roles that are clear and doable.
  • Create the conditions for success through continuous learning.
  • Ensure team members have required training and certifications.
  • Model and promote workplace culture that engenders respect and supports equity, diversity and inclusion and reflects Base31’s company values.
  • Implement a performance management plan that sets KPI’s and provides constructive feedback to team members.

QUALIFICATIONS:

Experience & Interpersonal skills

  • 10+ years' experience in the producing arts and entertainment industry.
  • Solid financial management experience.
  • Intimate knowledge of the Prince Edward County arts scene an asset.
  • Excellent leadership skills to motivate and develop management and departmental staff to ensure accomplishment of both short-term and long-term goals.

  • Highly driven, fast-paced, detail-oriented.
