Job description

Responsible for coordinating and supporting the activities required so that the health, safety at work and well-being management system is efficient and contributes to the emergence and maintenance of a culture of excellence. Develops, implements and monitors the application of policies, programs, procedures, directives and instructions to ensure the health and well-being of workers and that regulatory requirements in terms of health and safety at work are met. Provides constant support to managers with regard to their responsibility to contribute to a culture of health and well-being prevention. Also plays a key role in monitoring occupational health and safety performance and advises management on disability management practices and activities for the entire organization.

The incumbent will:

  • Provides leadership and participates in the development of the organization's corporate health and wellness prevention plan.
  • Advises senior management on health and safety, CNESST, Labor Canada and Transport Canada.
  • Support the organization in investigating work accidents and implementing prevention programs.
  • Develops, implements and supports a global health and wellness program for all employees.
  • Represents the Employer at meetings of the occupational health and safety committee and ensures follow-ups.
  • Establishes and maintains an integrated risk management system, corrective or risk mitigation measures as well as an action plan monitoring system.
  • Ensures the application of the prevention program for contractors and subcontractors by carrying out the necessary audits.
  • Establishes a document management system and ensures that the policy, programs, procedures and forms are up to date, available to all and properly used.
  • Develops performance indicators and measures them regularly.
  • Develops and disseminates the necessary training programs per workstation to ensure the application of the policy, programs and directives and specifically ensures that the induction program for new employees in terms of health and safety is updated.
  • Mobilizes all staff to participate in health, safety and well-being activities, particularly in the risk inventory.
  • Monitors best practices in health, safety and well-being at work.
  • Annually audits each of the OHS activities in place (lockout, OHS committee, task analysis, ergonomics, safe work practices) in order to determine their effectiveness.
  • Liaises with public and other organizations related to prevention and health and safety.
  • Completes the annual reports required from the various authorities, including that on the activities of the health and safety committee.

Qualifications

  • Bachelor’s degree in business administration, industrial relations or human resources management with a specialization in health, safety and/or disability management.
  • Ten (10) years or more as a specialist in occupational health and safety, ideally in a unionized environment. (Knowledge of railway operating regulations is an asset).
  • Excellent knowledge of occupational health and safety laws and regulations, ideally in a company under federal jurisdiction.
  • Proven ability to provide unifying and mobilizing leadership to unions, managers and employees.
  • Great creativity in the implementation of key practices in health management, safety and well-being at work.
  • Ability to question preconceived ideas, have an open mind and a sense of innovation and have confidence in one's means to overcome obstacles.
  • Good work capacity and willingness to take initiatives.
  • Sound judgment regarding issues and people.
  • Above average interpersonal skills: tact, diplomacy and persuasion skills necessary to deal with all managers and employees.
  • Good oral and written communication skills in French and English and ability to represent the Administration in meetings and events organized externally.
  • Own an automobile.
  • Schedule mainly from Monday to Friday during the day, but could require a need for evening, night, public holiday or weekend shifts, depending on operational needs (24 hours, 7 days a week).
  • Own a car.
