Procurement Services supports the University community by setting procurement standards through policies, procedures, processes, and guidelines. It includes the Programs and Operations team responsible for administering key central programs: the Purchasing and Travel & Hospitality cards, uSOURCE (the electronic marketplace), the Social Procurement program, vendor master record creation and maintenance, reviewing Purchase Orders for compliance prior to release and managing data analytics and reporting.

POSITION SUMMARY:
Reporting to the Director, the Manager, Procurement Programs and Operations provides leadership in the development, maintenance, execution, and oversight of centrally administered purchasing, programs, tools and supporting operations. The incumbent is accountable for overseeing these activities to ensure compliance with federal, provincial, international, and funding agency requirements on behalf of the University. A significant component of this role is to identify effective and responsive purchasing tools and programs that support the University community with local purchasing activities to minimize administrative effort while maximizing value of resources (human, technical and financial) expended.
The incumbent manages a team of purchasing professionals who are responsible for configuration, user support, oversight, and training of centrally administered purchasing services, Programs and supporting operations including procurement data management and reporting.
The incumbent interacts with senior levels of the University and Supplier communities to provide expert advice on effectively managing risk associated with the university’s purchasing Programs and business processes. The incumbent is responsible for identifying and implementing procedures, policies, strategies, systems and tools that improve the quality, effectiveness and efficiency of the services provided to the University community. This leadership role includes the recognition that as a leading institution of higher learning and research, the stewardship of public funds from a procurement perspective entails significant attention to controls and transparency.
QUALIFICATIONS REQUIRED:
EDUCATION:
Bachelor’s degree in business administration or equivalent combination of education and experience. Public Procurement designation (e.g. Certified Supply Chain Management Professional – CSCMP, or Certified Public Procurement Officer – CPPO) required.
EXPERIENCE:
This position requires a minimum of eight years business experience, including several years in progressively senior roles in a public procurement environment. Demonstrated experience with computerized purchasing tools and systems, and materials management. Supervising and managing unionized staff, project management, business analysis, process re-engineering, statistical techniques, and familiarity with higher education administrative, research and teaching environment. Change management experience and LEAN tools are assets. Demonstrated commitment to sustainable procurement practices.

Demonstrated leadership, communication and supervisory skills. Excellent written, verbal and presentation skills. Excellent project management skills and demonstrated ability to juggle multiple priorities. Extensive knowledge of information and communication technologies. Conversant with multiple Enterprise Resource Planning environments. Expert knowledge of procurement and financial management. Extensive background in analytical techniques and best practices. Superior customer service skills. Excellent critical thinking and strategic problem-solving skills. Demonstrated project management skills to ensure timely project completion with desired outcomes.
OTHER:
This position requires excellent business sense, proven analytical skills and an in-depth knowledge of information and communication technologies, electronic business and university policies and practices.
Exercises considerable judgment and discretion in analysis of confidential university information, evaluation and recommendation of strategies to meet the needs of the university within its policies and guidelines. Must have a strong appreciation of varying requirements of academics, senior management, researchers, administrators and other staff and be able to develop solutions accordingly. Additionally, must exercise clear understanding of public procurement legislations as it applies to the procurement processes.
Working under, at times, an extremely heavy volume of work, competing priorities and tight timelines requires maturity, organizational skill, initiative, tact and ability to prioritize. In addition, effectively conveying important information and problem solving on a range of complex procurement issues requires a high degree of creativity, proactivity and planning, a positive attitude and excellent interpersonal skills.
