About Us
Residing within the Ministry of Public and Business Services, the Infrastructure Technology Services (ITS) Division provides the underlying infrastructure for all Ontario government IT, supporting critical ministry and agency systems. ITS partners with I+IT clusters and ministries to deliver timely, innovative and cost-effective enterprise-wide IT services and solutions to over 60,000 Ontario Public Service (OPS) staff and, ultimately, the citizens of Ontario. The Infrastructure Project Delivery (IPD) Branch provides support to the project managers and management team by ensuring project management best practices are followed. The IPD team maintains proper project governance and publishes regular reports and dashboards to track KPI metrics on project progress and successes. The IPD team act as the project management office (PMO) providing guidance to project practitioners, expert advice to directors and executives for decision making and leading continuous process improvement initiatives. Utilizing innovation and creative thinking skills, the IPD team look for automation opportunities, investigate and analyse problems to provide effective and efficient solution options.
The Opportunity
Bring your process improvement skills and project management expertise to ITS. We are currently looking for a motivated professional to join our team, and provide expertise, leadership, support, guidance and advice to Project Management professionals in the delivery and implementation of complex I&IT projects and project methodologies, techniques and best practices. We need someone who understands the importance of change management and has experience leading transformational programs. The individual has a progressive thinking mindset and always deliver with efficiency and effectiveness.

What can I expect to do in this role?

In this role, you will:
• Provide project and portfolio management guidance and advice to branch staff, project teams and ITS stakeholders across the enterprise regarding common services such as infrastructure project delivery in areas of project management processes, procedures, and best practices so they are understood and standards are being met and adhered to by the project team.
• Provide expertise and leadership in the development and management of methodologies for various types of I&IT projects.
• Provide leadership and business analysis to identify gaps and make recommendations for process improvements as they relate to infrastructure project delivery effectiveness by leveraging best practices models such as LEAN and Six Sigma practices.
• Oversee the provision of timely, clear, and relevant project reporting to senior management.
• Deliver regular and ad hoc metrics and project delivery service reports as they relate to infrastructure project delivery performance, leveraging tools such as Power BI dashboards.
• Provide advice on key aspects of project management such as financial management, resource management, issue/risk management, change management and communication management.
• Provide advice, guidance and support to project practitioners on project management processes, and the use of an Enterprise Project & Portfolio Management tool such as Planview.

How do I qualify?

Project Management Skills:

• You have knowledge of project management methodologies, frameworks, techniques and tools to provide expertise and leadership in project delivery.
• You have experience applying project management methodologies, frameworks, techniques and tools in project delivery and can lead efficient and effective project teams.
• You can apply project management and change management methodologies to lead projects, develop project plans, coordinate deadlines and competing priorities, and facilitate change.
• You have experience in key aspects of project management such as financial management, resource management, issue/risk management, change management and communication management concepts.

Technical Knowledge and Abilities:

• You have expert knowledge of Project Management and System Development Life Cycle (SDLC) best practice policies, processes, activities and technologies, and knowledge of process analysis, planning, integration and implementation activities, including planning, defining and implementing infrastructure project delivery best practices.
• You know IT concepts, processes and component technologies, as well as their integration, implementation and support (ITIL, IT planning and structure, systems development and implementation, privacy, security, and others).

Leadership, Negotiation and Persuasion Skills:

• You are able to facilitate client consultations and achieve consensus.
• You have effective business acumen and political sensitivity to mitigate issues and negotiate resolutions.
• You are able to prepare project plans, process documentation, communications and presentations, and recommendations, and ability to translate business language to technology and process impacts.
• You are able to influence business decisions and present proposals to improve business effectiveness.
• You have change management acumen to drive sustainable process improvements.

Research, Analytical and Problem-Solving Skills:

• You are effective at envisioning, identifying, analyzing and integrating business and technical requirements with corporate policy and project development.
• You can apply knowledge of corporate strategic directions, priorities, plans, policies, directives, project best practices and standards to ensure compliance in the coordination and implementation of project management processes.
• You can conduct research/analyses, assess implications, identify IT and business alternatives, and develop and merge service agreements and service reports/deliverables within the I&IT framework.
• You can develop project performance management processes including project performance metrics, quality assurance, and client satisfaction.

Business Planning Experience:

• You can support business services improvement initiatives and have business planning skills, and experience with budgeting, procurement and contract management requirements.

Communication Skills:

• You have written and oral communications and presentation skills to write and present research analyses and detailed reports on benchmarks and indicators.

Additional Information:

Two half-hour optional virtual information session will be held via Teams meeting during the below scheduled dates and times. The sessions will cover content including a general discussion focused on an organizational overview as well as a question-and-answer period. These virtual information sessions will be held in English only.
