Job description

JOB SUMMARY

Provides a transportation service to facilitate the safe packaging and transport of radioactive material (RAM), in order to meet CNL’s business objectives and customer requirements, within all applicable regulatory requirements that are required by applicable national and international regulators;

  • Analyses and completes all transportation related documentation (incoming and outgoing) to ensure that the necessary paperwork is completed accurately and conforms to the requirements of CNL, the external regulators and the competent authority. For outgoing shipments this includes performing calculating, classifying the consignment and labeling the packages. For incoming shipments this includes verification that the shipping documentation is correct, that the type of package is acceptable, and that the transportation plan meets Canadian regulations including CNSC security requirements.


  • Determines and coordinates the acquisition/creation of the type of packaging that is used for all outgoing shipments for the safe handling of materials; registers the new packaging with the regulatory authorities for certification. This includes packing instructions for securing and protecting the material inside the package, leak testing of certified packages and providing proper closure procedures required by applicable regulators to personnel who will perform the loading.


  • Completes and submits applications and provides supporting documents to obtain all licenses, import and export permits, etc from the regulators (e.g. CNSC & DFAIT) in a timely manner.


  • Trains the RAM shippers for all Canadian CNL sites that ship or receive RAM (currently 5) by creating and providing formal and informal training sessions, correcting exams and providing feedback to their supervisors for continuous improvement of CNL RAM Transportation.


  • Provides continuous assistance to other facilities and outside companies to ensure that transportation regulations are met.


  • Participates in Audits and ensures all documentation is readily available for audit/inspection purposes by maintaining databases and spreadsheets and conforming to the required auditing regulations (i.e. all documentation must be kept for 2 years)


  • One of three people who are ready to assume the role of Incident Authority in the event of a transportation accident involving radioactive materials; participates by providing situation assessments, verification and interpretation of documentation and providing support to the Senior Emergency Officer.


  • Acts as point of contact for the Program Manager during their absence.


  • Regulatory review of all Domestic and International regulations concerning Transport, Security, and Safeguards obligations. Develop new procedures or revise practices as laws are enacted or revised. Inform and train CNL RAM shippers, other RAMT specialists, the RAMT Program, and interfaces as appropriate.

QUALIFICATIONS

The work requires knowledge of:

  • Background in transportation and or shipping receiving
  • Understanding of requirements and procedures for the safe handling and shipping of RAM (Radiation protection and safeguards)
  • Computer skills to write reports, procedures and training manuals, create and maintain databases, and spreadsheets
  • Interpersonal skill, tact and diplomacy when dealing with external regulating authorities, and junior shippers
  • Ability to coordinate and organize drivers, freight forwarders and shipment readiness
  • Logical thinking to resolve logistical problems such as late/missing transporter, border negotiations, etc
  • Must formally re-certify accreditation in various Transport Regulations (TDG, IATA) and maintain a Top Secret (Level 3) Clearance.
  • Capable of accepting and handling responsibility for shipments from the time they leave CNL until delivery
  • Aptitude to interpret diverse technical regulations and calculations
  • Must be accurate, conscientious and possess judgement.to ensure regulations and laws are all documents are in accordance with these
  • College diploma and/or experience in dealing with regulations, doing presentations, writing procedures and training

This role is based out of CNL’s Chalk River, which will be the designated workplace. CNL may require travel from time to time, as necessary.
