Job Description:
-On a rotating shift basis, monitor critical IT infrastructure and systems, investigate, triage and apply first level support procedures in response to alarms or suspect behavior of Operating Facilities, Network Management System, Distribution Management System, Outage response Management System or Asset Auxiliary facilities. Diagnose and dispatch for second/third level support functions, as required and track follow-up action to ensure timely resolution. Analyze and diagnose the causes of incidents adversely impacting Grid Operations in a real-time environment and refer to the Grid Operations Manager to prioritize the recommended resolution identified by the SCE. Receive and follow-up on trouble calls from SOD control room staff, ISOC/OGCC office staff, IESO, LDCs. Maintain a log showing all pertinent data.  Conduct software, electrical or electronics tests to determine cause of malfunction. Provide first/second level support which may involve switching, restarting, or substituting spare or alternative equipment. Follow prescribed procedures where available and use judgment and decision-making for escalating and involving appropriate support staff where documented resolution procedures do not exist.
-Provide electrical work protection for third party vendors i.e.Toromont, Data Centre Technologies, Hydro One Construction, Eaton.
-Prioritize, dispatch and coordinate Hydro One staff to facilitate repairs of Grid Operation data acquisition and control field equipment. I.E ITMC, P&C. Oversee the maintenance or repair of Hydro One facilities by third party vendors and service providers i.e. CWP solutions, Upstream, Bell, SCBN. Verify the quality of work performed by all workgroups by conducting acceptance tests and validation of changes into the production environment on behalf of SOD and ISOC/OGCC IT groups.
-Update CRIS operational database, ISOC/OGCC Phone System databases including the Rolodex and IVR.
-Provide server and console support for Transmission and Distribution applications, such as, NMS, DMS and ORMS.
-Provide domain administration controlling file access and password management for multiple computing environments.
-Proactively monitor computer, telephone, mechanical and electrical systems and the provincial control data network and interconnections. Record such monitoring in logs and take action as required to restore any reduction or loss of service.
-Provide support to IESO identified SCADA/Data Acquisition deficiencies that impact market rules and facilitate repairs within the scope of the market rules.
-Ensure that the Transmission and Distribution Incident Command centres and Forward Command Post are in a continuous state of readiness, are activated and operational and provide support as required when the ICC or FCP is operational as the position holder of  Logistics Coordinator in Hydro One's Emergency Preparedness Plan. This includes the activation of ORMS storm deployment plans, confirming media fax availability, confirming satellite phone functionality, teleconferencing functionality and console readiness.
-Reconfigure the Training Simulator room when required for use as overflow for one or more of the Control Room Sectors or DOMC.
-Provide Help Desk function to all users of the Operating Facilities including: Control Room Staff, Operating Planning Department Staff, Hydro One Staff using the Web based Full Graphics and reporting tools, the IESO, Local Distribution Companies and Customers using Web and ICCP based functions.
-Coordinate and carry out or support the carrying out of various tests and emergency preparedness drills including, activation of the OGCC Backup Centre, ISOC/OGCC power supply failure, telecommunication failures, disaster recovery and various system drills.
-Coordinate and monitor the routine activities of all system service providers involved in restoring service to normal operation. Notify and keep all parties advised of the problems and any changes that occur. Accept the repaired component or function back in-service. Submit reports on malfunction and action taken to supervisor, as required. Contact appropriate personnel such as Hydro One Stations personnel, Bell Canada, ITMC, Local Distribution Companies and various suppliers with support contracts. Cooperate with regional personnel in localizing and identifying faults in telecommunication or other remote facilities.
-Assess the impact of all planned outages and changes to the Operating Facilities. Make a recommendation to the Outage Scheduler or the Grid Operations Manager based on this assessment. Coordinate all such outages and changes with the objective of minimizing downtime and reduced capability.
-Perform routine general maintenance on the Operating Facilities and Asset Auxiliary facilities at the ISOC, OGCC, Essa Backup facilities. This includes ensuring hardware, software and facilities are always in a constant state of readiness.
-Maintain shift records of system and equipment status and performance to assist in follow-up, specialist needs and equipment history.
-Maintain the information in the Trouble Reporting system related to the Operating Facilities and Asset Auxiliary Facilities, including follow-up and regular reports.
-Assist in inspecting, maintaining and checking into service requirements on various elements of the Operating Facilities at the ISOC and OGCC when not occupied with monitoring, triage, first level response, and general maintenance activities.
-Assist with administrative activities such as the maintenance of shift schedules and preparing training material. Assist in developing response procedures for new and modified elements of the Operating Facilities. Assist in maintaining Change Control, Configuration Management and Incident Management procedures.
-Provide limited supervision to staff by providing advice, guidance and work instruction on work programs.
-Perform other duties as required.
 
Selection Criteria:
Essential Competencies:
-Requires knowledge of electrical theory, telemetering and communication principles to investigate and detect faulty equipment/system operation and to install, inspect, check into service, maintain and modify equipment.
-Requires knowledge of computer technology related to operation and hardware maintenance to operate the equipment, maintain the computers and utilize them for maintenance diagnostics.
-Requires a good knowledge of English to prepare technical reports and communicate effectively with internal and external contacts.
-Requires experience in the routine operation and maintenance of the Operating Facilities installation.
-Requires experience with a large and complex computer installation, sophisticated data communication, video display, complex support systems Heating Ventilating and Air Conditioning (HVAC), multi-source Electrical Supply, auxiliary and B/U systems, etc.
-Requires experience in the operations and maintenance of large-scale real-time computer installation, wide-area telecommunications network, data acquisition and power system network analysis to be familiar with the characteristics, operations and maintenance of such equipment.
-Requires experience with communications equipment to be familiar with function and purpose of telemetering and system control equipment to perform or assist in performing routine tests, identification/isolation of faulty systems/equipment and to be aware of associated operating problems and equipment characteristics.
-Requires an understanding of Transmission and Distribution operation to be familiar with the divisional organization, lines of authority, methods and procedures, the Operating Centre functions, equipment and its interrelationship with line and station equipment.
-Knowledge of ITIL principles and experience in IT service management would be beneficial.
-This knowledge is considered to be normally acquired through the completion of 3-4 years of College/University training plus 5 years’ experience.
-Minimum similar work experience of over 4 years is considered necessary to gain this experience.
Essential Skills:
-Strong current technical / troubleshooting skills including but not limited to Windows & Unix/Linux Operating systems, routers, switches, firewalls, data communications, voice communications technology.
-Ability to prepare and maintain clear, concise, and legible reports, detailed records and correspondence using a computer and a variety of software applications in accordance with Hydro One procedures and recognized industry standards.
-Strong troubleshooting / problem solving abilities.
-Ability to work rotating shifts, weekends, and holidays, including 12-hour and 8-hour shifts.
-Ability to define and carry out multiple priorities effectively and responding to changing circumstances in a high stress environment.
