Job Description

Reporting to the Parks Manager, and under the general direction of the Supervisor and/or Working Foreperson or Lead Hand, perform duties within the Parks operation related to the maintenance and set up of the City of Oshawa’s events, grounds, facilities and Structures. Responsibilities

Perform and/or participate in the design, construction, maintenance and repair of all activities related to Parks Services operation such as:

  • Landscaping functions, i.e. retaining walls, steps, stonework, signs, fencing, irrigation and surveying
  • Buildings functions, i.e. painting, plumbing, carpentry, tile, masonry and concrete
  • Carpentry functions, i.e. wood structures, fencing, signage
  • Playground equipment and surface area
  • Facility and ground maintenance including turf restoration, spring and fall clean ups, ball diamond maintenance and repairs, special event set ups, grass cutting and trimming
  • Litter pick up, removal and sweeping seasonal debris
  • Tree and shrub pruning and related maintenance
  • General maintenance of amenities such as signs, graffiti, shopping cart removal
  • Perform turf Management duties including cultural practices within the principals of Pest Management Program
  • Perform infrastructure condition audits and recommend repairs or replacement of structural elements i.e. bridges, surface, fencing, bollards, etc.
  • Operate various units of Parks Division equipment listed under Type “A” and selected Type “B” equipment, plus attachments related to Parks Division work functions
  • Operate and be willing to be trained on various units of Parks Division equipment, including tractor/backhoe operation for parks landscape construction and city cemeteries along with but not limited to the operation of aerial devices, crane trucks, loaders, tractors and to maintain equipment in a clean and orderly fashion
  • Provide back-up to Union Cemetery as required
  • Provide direction/training to and physically work along side temporary and full-time work groups as required
  • Maintain a clean, organized, safe work area including maintaining all equipment/tools in good working order
  • Report all damaged or lost equipment to the immediate supervisor and initiate repairs when required
  • Process work orders, associated paper work and work assignments accurately in accordance with established standards and time deadlines
  • Receive and unload materials and supplies as required
  • Work in accordance with and provide input in the development and improvement of safety procedures
  • Work in accordance with City of Oshawa Safe Work Standards, the Ontario Occupational Health and Safety Act, and the Branch Work Performance, Quality Standards and Code of Ethics
  • Maintain good public relations and participate when required in special events related to the specified work area
  • Perform snow/ice control during the winter months, including operating equipment and manually shoveling and de-icing
  • Perform other related duties as assigned

Requirements:

  • Two (2) year Technician Diploma in a parks-related field and have five (5) years relevant operational experience, knowledge and related skills in landscape and building construction, trades and maintenance or the equivalent combination of formal education and relevant experience
  • Excellent skills and ability to perform tasks in the following areas: landscape construction and maintenance in carpentry, stone, masonry, fencing, irrigation, surveying
  • Demonstrated skills and abilities with reading/implementing detailed landscape/construction drawings, etc.
  • Working with landscape and carpentry shop equipment and tools
  • Building maintenance/repair such as minor plumbing and electrical work (light bulb changes, washer replacement, unplugging of drains etc.), painting, electrical, masonry and concrete
  • Playground maintenance and repair
  • Experience making recommendations for repairs or replacements of structural elements i.e. bridges, surface, fencing, bollards, etc.
  • Demonstrated ability to operate and successful completion of written tests on no less than five (5) units of equipment designated by the department and related to the responsibilities of the division, as listed under Type "A" equipment and willingness to obtain selected components of Type “B” equipment (CUPE Local 250 Collective Agreement, Appendix A-1)
  • Possess or capable of training and obtaining chainsaw certification
  • Good communication skills and ability to understand and follow oral and written instructions
  • Ability to comprehend and prepare technical data forms and records relevant to the job
  • Skills and experience with Microsoft Office software
  • Good interpersonal skills to discuss routine information courteously with colleagues and the general public
  • Ability to deal tactfully with the public on sensitive issues
  • Able to climb, lift and move heavy items (maximum 80 lbs./approx.36 kgs.) and capable of performing the work assigned in a safe manner
  • Working knowledge and understanding of, and ability to apply all relevant safety policies, standards, and legislation (Ontario Occupational Health & Safety Act and WHMIS), and able to use appropriate safety apparatus
  • First Aid and WHMIS training are assets
  • Able to work with minimal supervision
  • Able to work constructively in a team environment or act independently as required, exercising good judgement and safe and appropriate practices and procedures
  • Possess and maintain a valid unrestricted Ontario Driver's Licence (Class "DZ") and be able to pass the Corporation's tests for motor vehicle operation
  • Willing and able to work shifts that could include evenings, weekends, and holidays, as required, due to the nature of the Parks operation
  • Willing and capable of cross training in related areas of work in order to fulfill various assignments
  • Willing to be upgraded and take work related courses
  • Completed or willing to complete the Playground Practitioners Certificate
  • Must be able to work on the Operation Services summer and winter callboards
