The Opportunity
The Compliance Specialist is responsible for providing technical expertise in addition to administrative and
organizational support for compliance-related programs for the Water and Wastewater (WWW) and Solid
Waste Management (SWM) Divisions. This includes (but is not limited to) coordinating Management System(s)
(MS), administering environmental compliance monitoring programs and inspections at closed and active
waste sites, by-law support, and overseeing preparation of Standard Operating Procedures (SOPs). This job
provides critical support to operations teams within Engineering and Public Works (EPW) and liaises with
regulatory agencies and consultants to ensure effective monitoring of programs, compliance with legislative/
regulatory requirements, and environmental protection.
What you will do: What you will need:
• Responsible for the maintenance and continual
improvement of various MS within EPW in
accordance with applicable legislation, standards,
and operational best practices. Activities include (but
are not limited to): review and research of applicable
regulations and industry standards, ensure
procedures and documents relating to operations are
current and in compliance with various MS, and
coordinate materials for staff training.
- Coordinate scheduling, prepare and compile
audits and, following audits, prepare compliance
reports and document findings, identify deficiencies,
and report recommendations to management and/ or
committees on areas of improvement.
- Three (3) year Community College diploma in
equivalent.
o Member in good standing with
OACETT, at a C.E.T. level is
preferred
- Minimum of three (3) years of related
field.
- Demonstrated experience with regulatory
environment

This is a Permanent Full-time opportunity at the District. The hourly compensation range for this role is

SUMMARY:

MAJOR RESPONSIBILITIES (not limited to):
- Responsible for the maintenance and continual improvement of various MS within EPW in accordance with
and research of applicable regulations and industry standards, ensure procedures and documents relating to
operations are current and in compliance with various MS, and coordinate materials for staff training.
- Act as a liaison between operations staff and auditor(s), respond to audit questions, and actively participate in
- Coordinate scheduling, prepare and compile documentation for internal and external compliance audits and,
recommendations to management and/ or committees on areas of improvement.
- Work with operations, maintenance/ process staff and regulatory agencies to implement corrective action
- Coordinate and participate in closed and active waste site inspections to ensure compliance with Environmental
- Support staff in the identification and ranking of hazardous events and critical control points using accepted risk
- Liaise with internal and external stakeholders, including government and non-governmental agencies, the public,
regarding compliance matters such as understanding the sewer use by-law, historic landfill properties,
environmental monitoring at waste sites, etc.
- Responsible for the organization and administration of the Rosewarne Landfill Public Liaison Committee
- Provide program support and analysis related to SWM compliance by developing and maintaining databases
and electronic records on the District’s closed and active waste sites. Liaise with District Legal staff on site
records, Permission to Enter documents, and interpretation/ application of legislative requirements.
- Monitor and track compliance reporting requirements to ensure regulatory deadlines are met and environmental
- Administer the development, implementation, and maintenance of Standard Operating Procedures (SOPs) and
- Liaise with District Planning and Legal staff, Area Municipalities, the MECP, and residents on matters related to
- Prepare staff reports for EPW Committee and District Council on compliance-related matters such as audits
- Participate in the development of request for quotes, tenders, proposals and purchase orders for the provision of
studies)
- Provide support and coordination for the identification and investigation of various environmental deficiencies
- Make arrangements for and participate in inspections of Industrial, Commercial and Institutional (IC&I)

- Work safely and in compliance with relevant statutes and regulations and within the safe work procedures and

EDUCATION, EXPERIENCE & QUALIFICATIONS:
- Three (3) year Community College diploma in environmental technology or related field, or equivalent.
- Minimum of three (3) years of related experience in an environmental/ engineering field.
- Demonstrated experience with regulatory compliance reporting within a municipal work environment.
- Demonstrated experience in implementing and maintaining MS.
- Knowledge of Ontario’s Drinking Water QMS and related audit and risk management principles.
- Knowledge of Solid Waste Management legislation including the Environmental Protection Act, D-4 Land Use On
- Proven ability to accomplish performance objectives and demonstrated technological proficiency with a variety of
- Strong organizational and analytical with a demonstrated ability to independently problem-solve.
- Proven ability to interface with the general public.
- Hold a valid Ontario driver’s license.
