Job Summary

Reporting to the Planner, the Employment Inventory Coordinator is responsible for supervising the survey team to collect data and for managing the Geographic Information System (“GIS”) database to report on findings and trends related to Niagara’s annual Employment Inventory project.

Education

  • Post-secondary degree or diploma in one of the following fields of study GIS; Computer Science; Geography and Environment; Urban Planning; or equivalent combination of education and related experience.

Knowledge

  • A minimum of 1 year of experience in a data management and/or GIS environment.
  • Project management experience is an asset.
  • Highly proficient in analyzing and reporting on findings related to raw data collected using business intelligence software.
  • Understanding of ArcGIS Pro, ArcGIS Portal, GIS web map/application creation and associated software, specifically ESRI & Microsoft products is an asset.

Responsibilities

Assembles raw data and uploads into GIS database (50% of time)

  • Responsible for updates, corrections and quality of Employment Inventory data assets.
  • Provides support for the acquisition/capture, maintenance and dissemination of data, ensuring adherence to Regional standards, strategies and governance.
  • Assembles raw data collected from the survey team and enters into corporate GIS database.
  • Performs data quality assurance and quality checks as data is collected.
  • Ensures data has been collected and completed for all survey areas.
  • Engages business owners to facilitate completion of outstanding records.


Leads survey team (students) in collecting survey responses from business owners between May and September (25% of time)

  • Trains survey team to use handheld mobile device using GIS technology.
  • Coordinates survey team to conduct face-to-face surveys with business owners.
  • Implements the survey team deployment strategy and ensures project timelines are met.
  • Leads day-to-day operations to ensure the successful collection and assembling of data.
  • Provides assistance to the survey collection team in the field (as needed).
  • Communicates expectations and approach to interacting with business owners in the field.
  • Addresses potential conflicts or complaints raised by survey respondents in collaboration with Supervisor.


Manages the GIS database and reports on findings and trends observed related to raw data collected (20% of time)

  • Works closely with program Supervisor to manage the GIS database.
  • Performs spatial analysis and identifies findings and trends related to the employment landscape in Niagara.
  • Assists in writing the annual report to Regional Council that is used to support decisions related to population and employment growth, infrastructure monitoring and investment and monitoring of economic conditions and trends.
  • Assists in the design and development of dashboards in a business intelligence environment.


Assists in recruiting the survey collection team (5% of time)

  • Evaluates applicant materials to shortlist candidates.
  • Assists in interviewing prospective candidates.
  • Supports the selection of the survey collection team.


Performs other related duties and responsibilities as assigned or required.


Special Requirements

  • Must have access to a safe and reliable vehicle for daily business travel.
  • Must provide proof of valid driver’s licence (Class G) and adequate automobile insurance.
