The GIS & Asset Management Coordinator is responsible for developing, administering, and supporting the Municipality of Kincardine’s GIS applications and asset data. This position manages the tools and information required to analyze, visualize, and convey data for decision making purposes.

Reporting To: Manager of Development Services / Chief Building Official (CBO)
Responsibilities:
1. Assist in the development and implementation of the Municipality’s Corporate Asset Management Plan (AMP) and related policy and procedures
2. Work collaboratively with the Finance Department to ensure the AMP satisfies applicable legislative requirements
3. Analyse and maintain the asset and geospatial database in addition to performing lifecycle analysis relating to the rehabilitation or upgrade of the Municipality’s various infrastructure assets
4. Responsible for the development and implementation of standard processes for collecting, updating, maintaining, and managing the asset infrastructure information, condition inspections and mapping
5. Maintain the relevant parts of the asset registry through field inspections, asset data collection, and proficient use of the Municipality’s Asset Management software systems
6. Develop, implement, and monitor best practices for asset rehabilitation/renewal analysis, including developing techniques for lifecycle analysis, condition assessments, inspection programs and developing service levels standards and performance measures
7. Create geodatabases, workflows, maps, queries, analyze spatial data, edit data, resolve date integration and compile results for solving problems
8. Design and develop reports and analytics within Cityworks, Crystal reports, SQL, and other analytics tools
9. Provide technical guidance regarding activities associated with installation, implementation, operation, and enhancement of the GIS system
10. Implement and initialize the GIS Server including ArcSDE, SQL Server, ArcGIS for Desktop, ArcGIS online and Python
11. Coordinate the integration of GIS services with municipal software programs
12. Provide best practice support and training to staff on the general use of GIS software, including Cityworks, and GPS
13. Conduct research, evaluate, and implement new GIS projects, tools, and programs for existing and future GIS Technology
14. Work with departments to establish risk management practices and performance measurement
15. Research and forecast Asset Management trends, projecting current activities and programs into longer term needs
16. Prepare comprehensive reports and recommendations for Council, Management, and other stakeholders on the Municipality’s assets based on detailed analysis
17. Act as the municipal representative and liaison at Bruce County GIS Committee meetings and Bruce Grey Asset Management Steering Committee meetings
18. Adhere to Municipality of Kincardine corporate policies and procedures
19. Complete other duties as assigned
Education & Experience Requirements:
- Post-Secondary education in Geography, Computer Information Systems, or a related field with a specialization in GIS or Geomatics
- Five (5) years of previous experience in a GIS or Asset Management role
- Three (3) years of experience working in a municipal environment
- Possess a Valid Class G Ontario Driver's License
Required Knowledge, Skills & Competencies:
- Demonstrated experience in developing, supporting, and managing GIS Systems
- Strong knowledge of GIS concepts, data management, applications, and programming concepts
- Knowledge of and experience with global positioning systems (GPS) in data conversion, data transfer, retrieval, and data acquisition
- Working knowledge of Cityworks, CityWide, ArcGIS Enterprise, ArcMap, ArcPro, ArcCatalog, ArcGIS online, Keystone, Arc Apps & Web Applications, SQL Server, Microsoft 365, Laserfiche, Crystal Reports, & Adobe
- Knowledge of municipal processes and policies considered an asset
- Excellent organization, time-management, and attention to detail skills
- Ability to work independently and also within a team environment
- Excellent oral and written communication skills
- Demonstrated work history that highlights teamwork and a positive attitude\
- Ability to work/connect with different people and different work styles
