Job description

Well-positioned as an agricultural hub surrounding the City of Lethbridge, an urban centre and its amenities, the County is conveniently located, an hour’s drive from the magnificent Rocky Mountains.

Lethbridge County is currently recruiting for an enthusiastic, knowledgeable, and experienced Human Resources Business Partner (HRBP) to join our organization. The ideal candidate will be an excellent communicator with strong decision-making and organizational skills, ready to hit the ground running in an engaging work environment.

Position Summary

Reporting to the Director, People and Culture, the HRBP will support in Human Resources and safety functions in alignment with Lethbridge County’s strategic plan.

Essential functions of the HRBP role include recruitment, selection, job postings, employee onboarding, and supporting the overall safety program at Lethbridge County. This position must be up to date on Human Resources and Workplace Safety best practices, and maintain compliance with federal and provincial legislation, County policies, directives, and procedures. The functions of this role are highly visible and require confidentiality and tact in addition to excellent public relations skills and sensitivity to the needs of all employee levels.

Duties and Responsibilities

  • Support the County’s recruitment process for all vacancies; create and advertise postings, conduct interview process with supervisors to determine most suitable candidates and award positions.
  • Review, update, and maintain job descriptions.
  • Conduct new employee general and safety orientations as required.
  • Lead disability management and sick leave programs. Maintain trends and analytics to support relevant decision-making.
  • Prepare and review documentation and reports as required or requested by the Director, People and Culture.
  • Participate in the collective bargaining process, interpretation of the collective agreement, participate in meetings with the union and address grievances.
  • Support employee training on policies and directives and ensure tracking as required.
  • Develop and maintain physical demands analyses for all County positions.
  • Develop and drive initiatives supporting a psychologically safe and healthy workplace.
  • Support the County’s Health and Safety Program by promoting and fostering a culture of safety across the organization.
  • Assist with employee surveys and collecting information to enhance and improve programs, develop action plans, and make data-driven recommendations.
  • Liaise between WCB, employees, and supervisors. Prepare and review WCB reporting and provide suggestions on incident reports.
  • Assist in the development of programs, policies, and directives to help align the workforce with the strategic goals of the County.
  • Prepare, create, and host toolbox meetings with employee groups.
  • Protect the interest of employees in accordance with applicable legislation, regulations, policies, and directives.
  • Support the Director, People and Culture, with the development of succession plans for key positions within the organization.
  • Participate on various internal committees as interested or assigned.
  • Monitor organizational culture to make sure it supports and promotes employee satisfaction and makes the County an Employer of Choice.
  • Provide employees avenues for dealing with work-related and personal issues.
  • Arrange and participate in training seminars and workshops.
  • Act in any role that may be assigned by the County’s Emergency Management Team which includes participating in appropriate training and working in the Emergency Coordination Centre as required.
  • Provide backup coverage to the Director, People and Culture as required.
  • Provide HR support in the Picture Butte office 2-3 days per week or as required.
  • Perform other related duties as required or assigned.

Education/Training/Skills Required

  • A bachelor’s degree in Human Resources or a related field is required. CPHR designation is considered an asset.
  • A minimum of three years of progressive HR experience, ideally in a unionized and/or government setting. Suitable combinations of education and experience may be considered.
  • Demonstrated ability to meet strategic HR objectives and maintain core processes in an organization including talent management, succession planning and employee relations.
  • High level of personal integrity and strong adherence to code of ethics.
  • Ability to make sound decisions and evidence-based recommendations.
  • Ability to develop and maintain effective, functional relationships.
  • Effective written and verbal communication skills as well as presentation skills.
  • Experience developing and working with human resource metrics.
  • Well-versed in current legislation regarding employment standards, labour relations, occupational health and safety and human rights.
  • Strong computer skills and experience with Microsoft Office Suite.
  • Experience or training of ICS is considered an asset.
  • Valid Class 5 Driver’s License in good standing.

Lethbridge County offers a competitive compensation package including benefits and LAPP pension. This full-time, permanent position is 35 hours per week, typically working Monday through Friday, 7 hours per day (not including an unpaid lunch break). However, due to the nature of the position, occasional periods of overtime, weekend, and evening work may be required.
