Summary: This position is responsible for the project management of engineering and construction projects, coordinating third-party engineering reviews for land development, and developing and monitoring technical standards and processes.
Hours of Work:
Monday to Friday, 8:30 a.m. to 4:30 p.m. Flexibility required.
Salary: Starting at $121,928
Duties and Responsibilities:
- Managing the preparation of third-party engineering studies, assessments, designs and master plans.
- Managing construction projects, including preparing tender documents, approving contract awards and change orders, attending construction meetings, overseeing construction completion and final acceptance certification.
- Co-ordinating third-party engineering reviews and assisting with the approvals and permitting related to land development and infrastructure servicing.
- Ensuring compliance with related legislation and receiving approvals from any authority having jurisdiction.
- Developing and monitoring engineering and construction project budgets. Applying for and administering grant funding.
- Preparing infrastructure renewal and replacement asset management plans.
- Assisting with the development of bylaws, policies, programs, business objectives, best practices, operating procedures, technical specifications and standards.
- Managing the third-party GIS consultant.
- Procuring goods, services, and construction activities in accordance with purchasing policy and procurement legislation.
- Reviewing the application of new technologies.
- Acting as an administrative liaison and reporting to various boards, committees, environmental stewardship groups, government agencies, and Council, as assigned.
- Responding to and resolving public complaints and enquiries.
- Performing the responsibilities and accountabilities as assigned in the Municipal Health and Safety Program.
- Performing the duties assigned in the Municipal Emergency Plan.
Qualifications:
- A Bachelor of Science in Civil Engineering or Engineering Technology Diploma (or a directly related program). Consideration may also be given for a candidate that posses a combination of education and work experience.
- Registration with APEGA or ASET.
- A minimum five years related experience.
- Knowledge of the application of municipal engineering, project management, construction law, risk management, quality management, and asset management practices and principles.
- Strong public relations and communication skills, business acumen, and orientation towards performance and service delivery.
- Knowledge and understanding of related legislation and regulations, industry best practices and design standards.
- Competency in computer use, including Word, Excel, PowerPoint, and GIS.
