Parks and Facilities Operator II

Permanent, Full-time Position

Union - CUPE


The Township of Springwater, located in the heart of Simcoe County, is a mixed urban/rural municipality with growing urban settlements and a prosperous agricultural sector. The municipality is currently recruiting for the permanent, full-time position of Parks and Facilities Operator II.

Reporting directly to the Supervisor, Parks (April to August) and the Supervisor, Facilities (August to April), the Parks and Facilities Operator II will perform ice making, marking, surfacing, plant checks, and maintenance duties in a Township of Springwater ice facility, as well as provide assistance in the maintenance of the Township of Springwater Facilities, Community Halls, Sports Field, Parks, Skateboard Parks, Spray pad and Horticulture; as well as providing direction and responding to general complaints. Working conditions may include year-round outside work in inclement weather.

Position Responsibilities

The key responsibilities of the position are:

  • Responsible for arena ice making and maintenance duties, including but not limited to ice making, ice resurfacing, edges, scrapes, and refrigeration plant checks.
  • Operate ice re-surfacer and other specialized ice maintenance and facility equipment;
  • Operate and monitor facility operation systems and records readings and regular refrigeration plant checks;
  • Ensure the security of the facility and that it is opened and closed at scheduled times;
  • Notify the Supervisors regarding any staff, facility or parks related issues;
  • Perform general cleaning/maintenance (i.e. mopping, sweeping, vacuuming, window cleaning, washroom/dressing room cleaning, snow shoveling, garbage pick-up, painting, waxing floors, scrubbing walls, etc.) in accordance with the daily and seasonal schedule;
  • Responsible for preventative maintenance, equipment checks, annual maintenance and minor repair as assigned (i.e. minor plumbing, re-lamping of light fixtures, changing ceiling tiles, fix rubber floor, rink boards and gates, replace broken rink glass, check fire extinguisher, blade changes etc.) with minimal supervision;
  • Perform parks maintenance on sports field, such as ball diamonds, tennis courts, and soccer fields. Coordinate’s cleaning of public change rooms within Park’s facilities;
  • Perform horticultural work, grass cutting, playground site checks and turf maintenance including tree maintenance and removal as necessary;
  • Respond to requests from patrons (general public) and other Township staff on general facility and parks issues and/or maintenance requests;
  • Respond to customer needs in a timely, professional, helpful and courteous manner and follow-up to ensure their needs have been met and consistently meet service standards;
  • Promote a safety conscious working environment. Notice potentially hazardous situations, consistently enforce safety procedures and demand compliance with health and safety regulations with part time staff and contractors; and
  • Maintain facility quality and safety by adhering to predetermined safe operating procedures and policies.

Qualifications and Experience

  • Completion of Secondary School Diploma.
  • Minimum two (2) to five (5) years’ related experience in parks, parks maintenance and/or recreation and facilities.
  • A minimum of Basic Arena Refrigeration certificate.
  • Certified Ice Technician (CIT) certificate and/or Certified Parks Technician (CPT) certificate and propane handling certification would be an asset.
  • Knowledge of preventative maintenance and operation of recreation facilities.
  • Knowledge of ice making and maintenance procedures.
  • Ability and experience with various types of equipment, including grass cutters/tractors, chainsaws, ¼ to 2 ton trucks, weed trimmers, ice re-surfacers, ice edger’s, loaders, ball diamond groomers, small tools, vacuums, skill saws, drills, grinders, rental equipment, etc.
  • Basic knowledge of maintenance of plumbing and heating systems including boiler inspection and repair.
  • Ability to keep current with new regulations and legislations pertaining to Parks and Recreation.
  • Responsible self-starter with good time management skills, you can organize and complete all assigned tasks with minimal supervision and within provided timeframes.
  • Knowledge of the Occupational Health and Safety Act and safety procedures.
  • A Valid Class “G” driver’s license in good standing with a satisfactory driving record and ability to acquire a Class “A” restricted license.
  • Must be available to workdays, afternoons, late evenings, weekends and statutory holidays; availability to work on a call-in, as needed basis is also required.
  • Must hold a current Standard First Aid and CPR certificate with Automatic External Defibrillator Certification.
  • As a condition of employment, the successful candidate(s) must pass a Criminal Record Check including a Vulnerable Sector Screening.

Rate of Pay

The Township of Springwater offers a competitive salary and a comprehensive employee benefit plan for this position, including participation in the OMERS pension plan for this position. Compensation for this position is $27.95 to $31.58 per hour as per the Collective Agreement.

Hours of Work

This position will work 40 hours per week; This position will be required to work a variable work shift including early mornings, afternoons, evenings, weekends, and statutory holidays.
