The Opportunity
The Operations Department is comprised of four Branches: Administration, Parks and Forestry Operations, Roads and Fleet Operations and Solid Waste Operations. Key responsibilities include the operation and maintenance of the City’s public works infrastructure and systems including roadways; rail, winter maintenance; parks and green spaces, including forestry; solid waste operations; and maintenance of the corporation’s fleet of vehicles and equipment.
Under the general guidance and direction of the Forestry Foreperson and Roads Foreperson, the Arborist & Roads Operator is a versatile role that encompasses responsibilities in both urban arboriculture and road maintenance within the City of Barrie.
In the spring to early fall months, the position actively participates in a front-line team responsible for the comprehensive maintenance of municipal trees in the City of Barrie. Tasks include the inspection, pruning, removal, and replacement of city trees and completing daily work within the forestry section, contributing to day-to-day responsibilities related to urban arboriculture.
In the fall and winter months, the position transitions to the role of maintaining roads in the City of Barrie. The responsibilities include the maintenance and repair of roadways, active transportation, and drainage infrastructure. This position is tasked with plowing, sanding, and salting the roads to ensure safe commuting for both citizens and visitors. Additionally, this position plays a crucial role in collecting and disposing of roadside and road debris, litter, and bulky items, contributing to the overall cleanliness and functionality of the city's roadways.

Education (degree/diploma/certifications)
  • One (1) year College Certificate in Arboriculture, Urban Forestry, or related discipline
  • Completion of Chainsaw Safety and Cutting Techniques Certificate from an accredited association, organization, or institution

Experience
  • Three (3) years of experience performing duties related to the above mentioned major responsibilities
  • Demonstrated experience within an arboriculture and/or urban forestry work environment
Knowledge/Skill/Ability
  • Working knowledge of the following legislation, regulations, or requirements: WHMIS; Book 7 of the Ontario Traffic Manual, including the setup of a temporary work zone traffic control; Occupational Health and Safety Act, related regulations and associated protocols required to ensure a safe working environment; Commercial Vehicle Operator's Registration (CVOR); Ontario Electrical Safety Code (working around power lines)
  • Working knowledge of the following principles and standards: municipal construction, maintenance and equipment operations; vehicle and equipment safety; safe lifting and handling procedures; collection and disposal procedures for debris, litter and bulky items.
  • Demonstrated Ability to:
    • deal with the public in a courteous and efficient manner to promote a high standard of customer service and public relations at all times
    • perform strenuous work including heavy lifting
    • operate heavy equipment and large vehicles on city roadways, including plows, sanders and salters
    • to conduct road infrastructure repairs
    • operate manual and motorized hand tools
    • perform strenuous work, which includes lifting of objects that exceed 50kg
    • effectively lead and direct an assigned crew
    • write clear and concise reports
    • to maintain accurate records of job materials used and time spent
    • estimate materials and time management skills to prioritize the completion of tasks

  • Basic computer literacy using the following systems and software: Microsoft Office Suite (Excel, Outlook, Word, Teams), tree inventory software and computerized maintenance management system software
  • Availability to work outside of schedule work hours to perform standby, overtime, or emergency response duties
  • Availability to work evenings, weekends, or holidays

Conditions of Employment
  • Valid Ontario Class "D" Driver's Licence with a "Z" endorsement in good standing
  • Eligibility for and willingness to obtain full membership in the International Society of Arboriculture, Ontario Ministry College of Trades Certificate in Arboriculture or equivalent within twelve (12) months of hire date

  • Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Procedure. Existing employees who have met this criteria will be exempt from this requirement.

Other Important Information
Location: Operations Center, 165 Ferndale Drive North, Barrie, Ontario
Hours: The normal hours of work are 40 hours per week in accordance with the Collective Agreement.
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2024 pay range:
  • Pay Level: Level 5
  • Yearly Salary: $66,040.00 to $79,102.40
  • Hourly Pay Rate: $31.75 to $38.03
