Job Description:

POSITION PURPOSE

Reporting to the Director, Roads, Traffic and Fleet Operations, this position is responsible for the planning and management and maintenance of the Region’s network of roads, including cycling and pedestrian facilities with Regional road allowances where applicable, as well as facilities and staff, to comply with provincially legislated standards; allocating internal and external resources within approved funding programs; acting as the Region’s technical expert on road maintenance issues including legal deputations; presenting recommendations of management to increase efficiency.


MAJOR RESPONSIBILITIES

  • Manages activities of Regional Road Districts to maintain road surfaces, roadside safety barriers, signs, noise barriers, storm sewers, shoulders and boulevard areas in good repair and ensure compliance with provincially legislated standards.
  • Oversees implementation and provides input for operations of internal resources and external contractors in performance of maintenance and operational services required to meet the minimum maintenance standards of Region roads.
  • Oversees compliance inspections of all approved activities on Region roads as it relates to control and use of road corridors, as covered by encroachment approvals.
  • Participates in Branch planning and formulation of strategic initiatives for service improvements.
  • Makes recommendations for Branch direction and goals and development of policies/procedures.
  • Manages financial planning, budget preparation, control and monitoring of the roads maintenance districts, with responsibility for overall Roads Maintenance budget.
  • Develops standard operating procedures to ensure internal and contracted operational activities comply with appropriate safety procedures and legislation.
  • Prepares reports and analysis, for review by management.
  • Participates in presentations to Committees and Regional Council, as required.
  • Supervises staff, including recruitment, selection, hiring, assigning work, determining training and development needs, coaching, mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and following all measures and procedures as required by the Occupational Health & Safety Act and Regulations and Regional policies.
  • Responds to requests from public and partner inquiries in timely and sensitive manner; provides information to Corporate Communications department for responses to social media inquiries.
  • Develops customer service strategies to respond to internal and external needs as appropriate.
  • Coordinates the investigation and reporting of public inquiries, complaints and claims when directed, represents Region at Hearings of Discoveries related to public liability claims.

QUALIFICATIONS
  • University Degree in Civil Engineering, Public Administration or related field, or approved equivalent combination of education and experience.
  • Minimum five (5) years’ of demonstrated experience in road maintenance or other logistical operational environment, including experience in planning and technical analysis and demonstrated supervisory or leadership experience.
  • Strong knowledge of applicable standards, procedures, and legislation such as Occupational Health and Safety Act, Ontario Traffic Manual, Region of York Act and Regional By-Laws relating to roads.
  • Solid experience developing, monitoring, and reporting performance measures, KPI’s service level reviews and application to road maintenance activities.
  • Through knowledge of all aspects of road maintenance materials, methods, and operating procedures.
  • Demonstrated ability in the Region’s leadership and corporate core competencies.
  • Computer literacy utilizing MS Office software applications.
  • Contemporary supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices.
  • Strong leadership to proactively engage in accessibility, diversity, equity and inclusion initiatives, committing to and taking action to contribute to a more accessible, diverse, equitable and inclusive workplace.
  • Strong report writing, research, analytical and project management skills to meet goals and deadlines.
  • Valid Ontario Class “G” driver's licence and reliable vehicle for use on corporate business.
  • Ability to develop and implement new processes and technologies for road maintenance activities.
  • Ability to work outside normal hours as required.
